Bill Title: Amends the Illinois Vehicle Code. Provides that a person shall not drive or be in actual physical control of any vehicle within this State while the person has, within 2 hours of driving or being in actual physical control of a vehicle, a tetrahydrocannabinol concentration in the person's breath, blood, or other bodily substance other than urine (rather than in the person's whole blood or bodily substance as defined under the Code). Provides that, in relation to a trial of any civil or criminal action proceeding arising out of an arrest for driving while under the influence, "delta-9-tetrahydrocannabinol" includes parent delta-9-tetrahydrocannabinol or free delta-9-tetrahydrocannabinol.
