Bill Title: Amends the Illinois Power Agency Act. Specifies that the term "clean coal facility" includes an electric generating facility that uses either (1) synthetic gas created by the gasification of municipal solid waste, including, but not limited to, non-recycled plastics from a municipal solid waste facility, or (2) fuel produced by pyrolysis of organic or waste material from a municipal solid waste facility. Effective immediately.
