Bill Title: Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts for public education programming, noncommercial sustaining announcements, public service announcements, and public awareness and education messaging with the nonprofit trade associations of the providers of those services that inform the public on immediate and ongoing health and safety risks and hazards.
