Bill Title: Amends the Election Code. Extends the "incapacitated voter" provisions to residents of State-operated and federally-operated veterans' homes, hospitals, and facilities located in Illinois in order to qualify for absentee ballots in multiple elections and to require that absentee voting be conducted at the homes, hospitals, and facilities.
