Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall require and conduct a program to train EMS personnel to access a cell phone's medical identification or medical information application. Requires the Department to adopt rules to implement the provisions. Provides that EMS personnel may not be charged any fee for training required under the provisions and may not be required to complete the training until at least 6 months after adoption of rules under the provisions. Amends the Illinois State Police Law of the Civil Administrative Code of Illinois and the Illinois Police Training Act requiring similar training of Illinois State Police officers and law enforcement officers, but allows the Illinois State Police and the Illinois Law Enforcement Training Standards Board to develop a training program based upon the Department of Public Health's training program. Effective January 1, 2025.
