Bill Title: Amends the School Code. With regard to the 21st Century Community Learning Center Grant Program, provides that for Fiscal Year 2022 only, the State Board of Education must award grants to eligible applicants under the Program to establish 50 after-school programs in 50 disadvantaged communities where the household income is greater than 95% of the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services. Effective immediately.

1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The School Code is amended by changing Section | ||||||||||||||||||||||||
5 | 2-3.61a as follows:
| ||||||||||||||||||||||||

| ||||||||||||||||||||||||
7 | Sec. 2-3.61a. 21st Century Community Learning Center Grant | ||||||||||||||||||||||||
8 | Program.

9 | (a) The State Board of Education shall be the designated | ||||||||||||||||||||||||
10 | agency responsible
for the
administration of programs under | ||||||||||||||||||||||||
11 | Part I of Subchapter X of Chapter 70 of the
federal Elementary
| ||||||||||||||||||||||||
12 | and Secondary Education Act of 1965.
| ||||||||||||||||||||||||
13 | (b) The State Board of Education shall establish and | ||||||||||||||||||||||||
14 | implement a 21st
Century
Community Learning Center Grant | ||||||||||||||||||||||||
15 | Program, in accordance with federal guidelines,
to provide
| ||||||||||||||||||||||||
16 | grants to support whole child-focused after-school programs | ||||||||||||||||||||||||
17 | that are aligned with the regular academic programs of a | ||||||||||||||||||||||||
18 | school and the academic needs of students. These grants shall | ||||||||||||||||||||||||
19 | be used to help those students who attend high-poverty, | ||||||||||||||||||||||||
20 | low-performing schools meet State and local performance | ||||||||||||||||||||||||
21 | standards in core academic subjects and, if applicable, | ||||||||||||||||||||||||
22 | increase school day attendance and improve social-emotional | ||||||||||||||||||||||||
23 | skills and to offer opportunities for families of |

1 | participating students to have meaningful engagement in their | ||||||
2 | children's education that are linked to learning and healthy | ||||||
3 | development outcomes. If appropriate, external stakeholder | ||||||
4 | feedback shall be gathered and used to inform the grant | ||||||
5 | application.
| ||||||
6 | The State Board of Education shall award grants to | ||||||
7 | eligible applicants
that are of sufficient size and scope to | ||||||
8 | implement effective
after-school programs, to ensure | ||||||
9 | reasonable success of achieving the goals
identified in the | ||||||
10 | grant
application, and to offer those activities that are | ||||||
11 | necessary to achieve these
goals and performance indicators | ||||||
12 | and measures with a direct link to student achievement.

13 | For Fiscal Year 2022 only, the State Board of Education | ||||||
14 | must award grants to eligible applicants under this Section to | ||||||
15 | establish 50 after-school programs in 50 disadvantaged | ||||||
16 | communities where the household income is greater than 95% of | ||||||
17 | the poverty guidelines updated periodically in the Federal | ||||||
18 | Register by the U.S. Department of Health and Human Services | ||||||
19 | under the authority of 42 U.S.C. 9902(2). | ||||||
20 | (c) Using State funds, subject to appropriation, and any | ||||||
21 | federal funds
received for
this purpose,
the State Board of | ||||||
22 | Education may establish any other grant programs that are
| ||||||
23 | necessary to
establish high-quality, academically based, | ||||||
24 | after-school programs that include
family-centered
education | ||||||
25 | activities.

26 | (d) The State Board of Education may adopt any rules |
| |||||||
| |||||||
1 | necessary to implement
this
Section.
