Bill Title: Amends the School Code. Creates the Young Adults Heroin Use Task Force to address the growing problem of heroin use in high schools across this State. Sets forth the membership of the Task Force. Requires the Task Force to conduct a study on the heroin use problem in high schools and suggest programs for high schools to use to address the problem, which programs may involve local law enforcement agencies. Requires the Task Force to report its findings and recommendations to the General Assembly and Governor on or before June 30, 2014. Abolishes the Task Force and repeals these provisions on July 1, 2014. Effective immediately.

2 | AMENDMENT NO. ______. Amend House Bill 946, AS AMENDED, by | ||||||
3 | replacing everything after the enacting clause with the | ||||||
4 | following:

5 | "Section 5. The School Code is amended by adding Section | ||||||
6 | 22-77 as follows:
| ||||||
7 | (105 ILCS 5/22-77 new) | ||||||
8 | (Section scheduled to be repealed on July 1, 2014) | ||||||
9 | Sec. 22-77. Young Adults Heroin Use Task Force. | ||||||
10 | (a) There is created the Young Adults Heroin Use Task Force | ||||||
11 | to address the growing problem of heroin use in high schools | ||||||
12 | across this State. The Task Force shall consist of all of the | ||||||
13 | following members: | ||||||
14 | (1) Three members of the House of Representatives, | ||||||
15 | appointed by the Speaker of the House of Representatives. | ||||||
16 | (2) Two members of the House of Representatives, |

1 | appointed by the Minority Leader of the House of | ||||||
2 | Representatives. | ||||||
3 | (3) Two members of the House of Representatives who | ||||||
4 | serve in the House Majority Leadership, appointed by the | ||||||
5 | Governor. | ||||||
6 | Members of the Task Force shall serve without compensation | ||||||
7 | but shall be reimbursed for their reasonable and necessary | ||||||
8 | expenses from funds appropriated to the State Board of | ||||||
9 | Education for that purpose. The members of the Task Force shall | ||||||
10 | be reimbursed for their travel expenses from appropriations to | ||||||
11 | the State Board of Education available for that purpose and | ||||||
12 | subject to the rules of the appropriate travel control board. | ||||||
13 | (b) The State Board of Education shall provide | ||||||
14 | administrative and other support to the Task Force. | ||||||
15 | (c) The Task Force shall conduct a study on the heroin use | ||||||
16 | problem in high schools and suggest programs for high schools | ||||||
17 | to use to address the problem, which programs may involve local | ||||||
18 | law enforcement agencies. | ||||||
19 | (d) On or before June 30, 2014, the Task Force shall report | ||||||
20 | its findings and recommendations to the General Assembly, by | ||||||
21 | filing copies of its report as provided in Section 3.1 of the | ||||||
22 | General Assembly Organization Act, and to the Governor. | ||||||
23 | (e) The Task Force is abolished and this Section is | ||||||
24 | repealed on July 1, 2014.

25 | Section 99. Effective date. This Act takes effect upon |
