Bill Title: Creates the Efficient and Green Illinois Tax Credit Act. Authorizes the Department of Commerce and Economic Opportunity to award income tax credits based on 25% of the cost of qualifying expenditures for energy efficient projects, such as solar energy equipment, Energy Star certified heat pumps, lighting retrofit projects, and wind equipment. Authorizes the Department to adopt rules. Provides that the credit may be carried forward for up to 5 taxable years. Amends the Illinois Income Tax Act to make conforming changes. Provides that the credit is exempt from the Act's automatic sunset provisions. Effective immediately.

AMENDMENT TO HOUSE BILL 1089
2 AMENDMENT NO. ______. Amend House Bill 1089 on page 2,
3immediately below line 20, by inserting the following:
4 "(E) A qualified plug-in electric drive vehicle that
5 (i) is a 4-wheeled motor vehicle, (ii) is made by a
6 manufacturer primarily for use on public streets, roads,
7 and highways, (iii) has not been modified from the original
8 manufacturer specifications, (iv) is acquired for use or
9 lease by the purchaser or lessor and not for resale, (v) is
10 rated at not more than 8,500 pounds unloaded gross vehicle
11 weight, (vi) has a maximum speed capability of at least 65
12 miles per hour, and (vii) is propelled to a significant
13 extent by an electric motor that draws electricity from a
14 battery that has a capacity of not less than 4 kilowatt
15 hours and is capable of being recharged from an external
16 source of electricity.".
