Bill Title: Amends the Statute on Statutes. Provides that in determining the meaning of any statute or rule or interpretation by the various administrative agencies of this State, for purposes of determining eligibility for any veterans benefit available from the State, the words "honorable discharge" and "honorably discharged" include a discharge under other than honorable conditions or general discharge under honorable conditions due to a person's sexual orientation or gender identity but does not include a bad conduct discharge or a dishonorable discharge.

1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Statute on Statutes is amended by adding
5Section 1.44 as follows:
6 (5 ILCS 70/1.44 new)
7 Sec. 1.44. Honorably discharged; veterans benefits. In
8determining the meaning of any statute or rule or
9interpretation by the various administrative agencies of this
10State, for purposes of determining eligibility for any
11veterans benefit available from the State, the words
12"honorable discharge" and "honorably discharged" include a
13discharge under other than honorable conditions or general
14discharge under honorable conditions if only due to a person's
15sexual orientation or gender identity but does not include a
16bad conduct discharge or a dishonorable discharge.
