Bill Title: Amends the School Code. Provides that a school district must spend at least 65% of its total operating expenditures on direct classroom expenditures, and if a school district's direct classroom expenditures for the 2013-2014 school year are less than 65% of its total operating expenditures, then the district must increase its direct classroom expenditures by at least 2 percentage points per school year beginning with the 2014-2015 school year until at least 65% of the district's total operating expenditures are spent on direct classroom expenditures. Provides that a school district that is unable to meet these expenditure standards due to special circumstances may apply to the State Superintendent of Education for a one-year, renewable waiver. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

SYNOPSIS AS INTRODUCED:
25 ILCS 170/4.7 new
25 ILCS 170/9 from Ch. 63, par. 179

Amends the Lobbyist Registration Act. Prohibits any elected or appointed official of a unit of local government or school district whose term of office begins on or after the effective date of the amendatory Act from being a contractual lobbyist. Authorizes such a person, however, to be an exclusive lobbyist.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Lobbyist Registration Act is amended by
5adding Section 4.7 and changing Section 9 as follows:
6 (25 ILCS 170/4.7 new)
7 Sec. 4.7. Holders of local offices. No person holding any
8office for a unit of local government or school district,
9either by election or appointment under the laws of this State,
10whose term in that office begins on or after the effective date
11of this Section may be a contractual lobbyist. However, such a
12person may be an exclusive lobbyist.

14 Sec. 9. Nothing in this Act shall be construed to infringe
15in any way the right of a citizen, including the holder of an
16elective local government office, to lawfully petition a member
17of the General Assembly or any other public official as
18guaranteed in the Constitution of the State of Illinois.
