1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Toll Highway Act is amended by adding
5Section 19.2 as follows:
6 (605 ILCS 10/19.2 new)
7 Sec. 19.2. Installation of ALPR Systems along Illinois
8Toll Highways.
9 (a) For purposes of this Section:
10 "Automatic license plate reader system" or "ALPR system"
11means a system of one or more mobile or fixed automatic
12high-speed cameras used in combination with algorithms to
13convert images of license plates into computer-readable data.
14 "Captured plate data" means the GPS coordinates, date,
15time, photograph, license plate number, and any other data
16captured by or derived from any ALPR system.
17 "Law enforcement agency" means any agency of this State or
18a unit of local government which is vested by law or ordinance
19with the duty to maintain public order and to enforce criminal
20laws and ordinances.
21 (b) The Illinois Toll Highway Authority shall, in
22coordination with the Illinois State Police, install automatic
23license plate reader (ALPR) systems at each of the following

1locations:
2 (i) At the East Riverside Boulevard entrance and exit
3 of the Jane Addams Memorial Tollway. The ALPR system shall
4 be positioned to collect license plate data from vehicles
5 traveling in each lane of the entrance and exit ramps.
6 (ii) At the Business Route 20/East State Street
7 entrance and exit of the Jane Addams Memorial Tollway. The
8 ALPR system shall be positioned to collect license plate
9 data from vehicles traveling in each lane of each entrance
10 and exit ramp.
11 (iii) Along the 3 southbound lanes of Interstate 39,
12 south of the location at which Interstate 90 and
13 Interstate 39 merge and north of the Interstate 39
14 Harrison Avenue exit. The exact location for installation
15 of the ALPR system along this route is solely within the
16 discretion of the Illinois Highway Authority.
17 (iv) Along the 3 northbound lanes of Interstate 39 and
18 Interstate 90 prior to the location at which the merged
19 interstates split. The exact location for the installation
20 of the ALPR system along this route is solely within the
21 discretion of the Illinois Highway Authority.
22 (c) A local law enforcement agency with jurisdiction in
23the city, town or district in which an automatic license plate
24reader is located is authorized to collect captured plate data
25obtained by an automatic license plate reader.
26 (d) Captured license plate data shall not be used, shared,

1sold, traded, or exchanged for any purpose other than law
2enforcement and shall not be preserved for more than 30 days by
3a law enforcement agency.
