Bill Title: Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall permit private employers, as defined in the Day and Temporary Labor Services Act and doing business in Illinois, to enroll as unpaid application agents. Effective January 1, 2010.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Covering ALL KIDS Health Insurance Act is | |||||||||||||||||||
5 | amended by changing Section 30 as follows:

9 | Sec. 30. Program outreach and marketing. The Department may | |||||||||||||||||||
10 | provide grants to application agents and other community-based | |||||||||||||||||||
11 | organizations to educate the public about the availability of | |||||||||||||||||||
12 | the Program. The Department shall adopt rules regarding | |||||||||||||||||||
13 | performance standards and outcomes measures expected of | |||||||||||||||||||
14 | organizations that are awarded grants under this Section, | |||||||||||||||||||
15 | including penalties for nonperformance of contract standards. | |||||||||||||||||||
16 | The Department shall permit private employers, as defined in | |||||||||||||||||||

11 | State website and in no less than 2 newspapers in the State the | ||||||
12 | premiums or other cost sharing requirements of the Program.

14 | Section 95. No acceleration or delay. Where this Act makes | ||||||
15 | changes in a statute that is represented in this Act by text | ||||||
16 | that is not yet or no longer in effect (for example, a Section | ||||||
17 | represented by multiple versions), the use of that text does | ||||||
18 | not accelerate or delay the taking effect of (i) the changes | ||||||
19 | made by this Act or (ii) provisions derived from any other | ||||||
20 | Public Act.

21 | Section 99. Effective date. This Act takes effect January | ||||||
22 | 1, 2010.
