Bill Title: Reinserts the contents of the introduced bill with the following changes. Provides that subsequent teaching endorsements may be granted to licensed employees for specific content areas and grade levels as part of a pilot program (instead of allowing subsequent endorsements to be granted to licensed employees through entitlement by the school district for specific content areas and grade levels); makes related changes. Requires the professional development sequences to be approved by the State Board of Education, in collaboration with the State Educator Preparation and Licensure Board (instead of approved by the State Educator Preparation and Licensure Board). Provides that the sequences shall (instead of may) include a comprehensive review. Removes the provision requiring the State Educator Preparation and Licensure Board to approve the sequences or, within 10 business days after the Board's meeting, return the sequences to the district with notes to amend the sequences. Provides that the State Board of Education shall adopt any rules necessary for implementation no later than June 30, 2024. Effective immediately.

1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The School Code is amended by adding Section | |||||||||||||||||||
5 | 34-18.82 as follows:

6 | (105 ILCS 5/34-18.82 new) | |||||||||||||||||||
7 | Sec. 34-18.82. Subsequent license endorsements for | |||||||||||||||||||
8 | employees. Subsequent endorsements may be granted to employees | |||||||||||||||||||
9 | licensed under Article 21B of this Code through entitlement by | |||||||||||||||||||
10 | the school district for specific content areas and grade | |||||||||||||||||||
11 | levels. | |||||||||||||||||||
12 | The school district is authorized to entitle educators for | |||||||||||||||||||
13 | subsequent endorsements on licenses issued under paragraph (1) | |||||||||||||||||||
14 | of Section 21B-20 of this Code to applicants who meet all of | |||||||||||||||||||
15 | the requirements for the endorsement or endorsements, | |||||||||||||||||||
16 | including passing any required content area knowledge tests. | |||||||||||||||||||
17 | If seeking to provide subsequent endorsements, the school | |||||||||||||||||||
18 | district must establish professional development sequences to | |||||||||||||||||||
19 | be offered instead of coursework required for issuance of the | |||||||||||||||||||
20 | subsequent endorsement and must apply for approval of these | |||||||||||||||||||
21 | professional development sequences by the State Educator | |||||||||||||||||||
22 | Preparation and Licensure Board. The professional development | |||||||||||||||||||
23 | sequences under this Section may include a comprehensive |

1 | review of relevant State learning standards, the applicable | ||||||
2 | State content-test framework, and, if applicable, relevant | ||||||
3 | educator preparation standards. The State Educator Preparation | ||||||
4 | and Licensure Board shall approve the professional development | ||||||
5 | sequences or, within 10 business days after the Board's | ||||||
6 | meeting, return the sequences to the school district with | ||||||
7 | notes to amend the sequences.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.
