Bill Title: Reinserts the contents of the introduced bill with the following changes. Provides that subsequent teaching endorsements may be granted to licensed employees for specific content areas and grade levels as part of a pilot program (instead of allowing subsequent endorsements to be granted to licensed employees through entitlement by the school district for specific content areas and grade levels); makes related changes. Requires the professional development sequences to be approved by the State Board of Education, in collaboration with the State Educator Preparation and Licensure Board (instead of approved by the State Educator Preparation and Licensure Board). Provides that the sequences shall (instead of may) include a comprehensive review. Removes the provision requiring the State Educator Preparation and Licensure Board to approve the sequences or, within 10 business days after the Board's meeting, return the sequences to the district with notes to amend the sequences. Provides that the State Board of Education shall adopt any rules necessary for implementation no later than June 30, 2024. Effective immediately.

SYNOPSIS AS INTRODUCED:
105 ILCS 5/34-18.82 new

Amends the Chicago School District Article of the School Code. Provides that subsequent endorsements may be granted to employees licensed under the Educator Licensure Article of the Code through entitlement by the school district for specific content areas and grade levels, and authorizes the school district to entitle educators for subsequent endorsements on Professional Educator Licenses issued to applicants who meet all of the requirements for the endorsement or endorsements, including passing any required content area knowledge tests. Sets forth provisions concerning professional development sequences. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
534-18.82 as follows:
6 (105 ILCS 5/34-18.82 new)
7 Sec. 34-18.82. Subsequent license endorsements for
8employees. Subsequent endorsements may be granted to employees
9licensed under Article 21B of this Code through entitlement by
10the school district for specific content areas and grade
11levels.
12 The school district is authorized to entitle educators for
13subsequent endorsements on licenses issued under paragraph (1)
14of Section 21B-20 of this Code to applicants who meet all of
15the requirements for the endorsement or endorsements,
16including passing any required content area knowledge tests.
17If seeking to provide subsequent endorsements, the school
18district must establish professional development sequences to
19be offered instead of coursework required for issuance of the
20subsequent endorsement and must apply for approval of these
21professional development sequences by the State Educator
22Preparation and Licensure Board. The professional development
23sequences under this Section may include a comprehensive

1review of relevant State learning standards, the applicable
2State content-test framework, and, if applicable, relevant
3educator preparation standards. The State Educator Preparation
4and Licensure Board shall approve the professional development
5sequences or, within 10 business days after the Board's
6meeting, return the sequences to the school district with
7notes to amend the sequences.
8 Section 99. Effective date. This Act takes effect upon
9becoming law.
