Bill Title: Amends the Counties Code and the Illinois Municipal Code. Provides that every sheriff's office and every municipal police department shall report on an annual basis to the General Assembly information regarding complaints filed by a member of the public against a law enforcement officer in his or her official capacity. Provides that the annual report shall include, but not be limited to: (1) a redacted copy of each original complaint submitted against each officer; (2) the results of completed investigations or status of any ongoing investigation as a result of a filed complaint; (3) the nature of any disciplinary action taken; and (4) an overall accounting of the number of complaints filed and the number of times discipline was imposed against an officer within a reporting period. Provides that if the office or department does not report any complaints filed, the office or department may be subject to inspection of records by the Illinois Criminal Justice Information Authority.

SYNOPSIS AS INTRODUCED:

Amends the Counties Code and the Illinois Municipal Code. Provides that every sheriff's office and every municipal police department shall report on an annual basis to the General Assembly information regarding complaints filed by a member of the public against a law enforcement officer in his or her official capacity. 1 AN ACT concerning law enforcement.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Counties Code is amended by adding Section
53-6041 as follows:
6 (55 ILCS 5/3-6041 new)
7 Sec. 3-6041. Reporting sheriff's office discipline. Every
8sheriff's office shall report on an annual basis to the General
9Assembly information regarding complaints filed by a member of
10the public against a sheriff, deputy, or other county officer
11in his or her official capacity. The annual report shall
12include, but not be limited to, the following information:
13 (1) a redacted copy of each original complaint
14 submitted against each officer of the office;
15 (2) the results of completed investigations or the
16 status of any ongoing investigation as a result of a filed
17 complaint;
18 (3) the nature of any disciplinary action taken; and
19 (4) an overall accounting of the number of complaints
20 filed within the office and the number of times discipline
21 was imposed against officers within a reporting period.

12 submitted against each officer of the department;
13 (2) the results of completed investigations and the
14 status of any ongoing investigation as a result of a filed
15 complaint;
16 (3) the nature of any disciplinary action taken; and
17 (4) an overall accounting of the number of complaints
18 filed within each municipal police department and the
19 number of times discipline was imposed against an officer
20 within a reporting period.
21 If the department does not report any complaints filed, the
