Bill Title: Amends the Department of Human Services Act. Provides that subject to appropriation, the Department of Human Services shall establish a teen parent driver's license program to provide financial assistance for the cost of driver's education school training for eligible individuals and the cost to obtain a driver's license or permit. Requires the Department to solicit interest and cost distribution proposals from teen parent organizations to administer the program. Provides that upon the Department's approval, the teen parent organizations may subcontract with and pay money received under the program to the providers of the services as necessary to serve eligible individuals. Provides that the selected teen parent organizations must be operational no later than 30 days after entering into a contract with the Department. Provides that for purposes of selecting a teen parent organization before July 1, 2024, to administer the program, the selection process is not subject to the Illinois Procurement Code. Provides that for purposes of selecting a teen parent organization on or after July 1, 2024, the Department shall commence a selection process that complies with the Illinois Procurement Code. Requires the Department to submit a preliminary report on the program to the General Assembly for State Fiscal Year 2025. Requires the Department to submit annual reports to the General Assembly to be posted on the Department's website beginning State Fiscal Year 2026 and every State fiscal year thereafter. Sets forth the information that must be included in the reports. Provides that for State Fiscal Year 2025, funding for the program shall not exceed $100,000; and that for State Fiscal Year 2026 and each State fiscal year thereafter, funding for the program shall not exceed whatever amount necessary to implement the program. Permits the Department to use up to 7.5% of any money appropriated by the General Assembly for administrative costs incurred by the Department. Grants the Department rulemaking authority.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Human Services Act is amended
5by adding Section 10-68 as follows:
6 (20 ILCS 1305/10-68 new)
7 Sec. 10-68. Teen parent driver's license program.
8 (a) As used in this Section:
9 "Eligible individual" means an individual who is:
10 (1) fifteen years of age or older and under 20 years of
11 age; and
12 (2) a parent.
13 "Program" means the teen parent driver's license program
14created in subsection (b).
15 (b) Subject to appropriation, the Department shall
16establish a teen parent driver's license program to provide
17financial assistance for the cost of driver's education school
18training for eligible individuals and the cost to obtain a
19driver's license or permit.
20 (c)(1) The Department shall solicit interest and cost
21distribution proposals from teen parent organizations to
22administer the program. Upon the Department's approval, the
23teen parent organizations may subcontract with and pay money

1received under this Section to the providers of the services
2as necessary to serve eligible individuals. The selected teen
3parent organizations must be operational no later than 30 days
4after entering into a contract with the Department.
5 (2) For purposes of selecting a teen parent organization
6before July 1, 2024, to administer the program, the selection
7process described in paragraph (1) is not subject to the
8Illinois Procurement Code. For purposes of selecting a teen
9parent organization on or after July 1, 2024, the Department
10shall commence a selection process that complies with the
11Illinois Procurement Code.
12 (d) The Department may adopt rules for the implementation
13of this Section.
14 (e) For State Fiscal Year 2025, the Department shall
15submit a preliminary report on the program to the General
16Assembly by no later than December 31, 2025. For State Fiscal
17Year 2026, and each State fiscal year thereafter, no later
18than December 31 of each calendar year the Department shall
19submit to the General Assembly and post on its website a report
20that includes, at a minimum, the following information for the
21fiscal year reporting period:
22 (1) the total number of teen parent organizations
23 contracted with the Department in accordance with
24 subsection (c), including any subcontractors;
25 (2) the total amount of money awarded to each teen
26 parent organization;

1 (3) the location of each teen parent organization and
2 the counties served;
3 (4) the total number of eligible individuals who
4 received driver's licenses each year, disaggregated by
5 each month; and
6 (5) the total number of eligible individuals who
7 received training from a driver's education school,
8 disaggregated by each month.
9 (f)(1) For State Fiscal Year 2025, funding for the program
10shall not exceed $100,000. For the State Fiscal Year 2026 and
11each State fiscal year thereafter, funding for the program
12shall not exceed whatever amount necessary to implement the
13program.
14 (2) The Department may use up to 7.5% of any money
15appropriated by the General Assembly for administrative costs
16incurred by the Department in accordance with this Section.
