Bill Title: Amends the State Finance Act. Provides that within 150 (currently, 120) days after the conclusion of each fiscal year, each State-supported institution of higher learning must provide, through the Illinois Board of Higher Education, a financial report to the Governor and General Assembly documenting the institution's revenues and expenditures of funds for that fiscal year ending June 30 for all funds.

AN ACT concerning finance.
| ||||
Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The State Finance Act is amended by changing | ||||
Section 13.5 as follows:
| ||||

| ||||
Sec. 13.5. Appropriations for education.
| ||||
(a) Except for the State fiscal year beginning on July 1, | ||||
2009, State appropriations to
the State Board of Education,
the | ||||
Board of Trustees of Southern Illinois
University, the Board of | ||||
Trustees of the University of Illinois, the Board of
Trustees | ||||
of Chicago State University, the Board of Trustees of Eastern | ||||
Illinois
University, the Board of Trustees of Illinois State | ||||
University, the Board of
Trustees of Governors State | ||||
University, the Board of Trustees of Northeastern
Illinois | ||||
University, the Board of Trustees of Northern Illinois | ||||
University, and
the Board of Trustees of Western Illinois | ||||
University for operations shall
identify the amounts | ||||
appropriated for personal services, State contributions to
| ||||
social security for Medicare, contractual services, travel, | ||||
commodities,
equipment, operation of automotive equipment, | ||||
telecommunications, awards and
grants, and permanent | ||||
improvements.

(b) Within 150 120 days after the conclusion of each fiscal | ||
year, each
State-supported institution of higher learning must | ||
provide, through the
