Bill Title: Creates the Suicide Prevention Signage Act. Provides that a building, bridge, ferry, or park constructed or replaced after July 1, 2025 as a public works project must have in appropriate locations signs displaying the 9-8-8 national suicide prevention and mental health crisis hotline. Amends the Department of Veterans' Affairs Act. Requires the Department of Veterans' Affairs to administer a suicide prevention community-based services grant program to provide suicide prevention, peer support, and other assistance to at-risk and transitioning veterans and military members and their families. Requires the Department, in consultation with the Department of Public Health, to establish a process to receive, review, process, and award grants to organizations that address veterans, military members, and their families who may be at risk of suicide and other mental health crises. Provides that a licensed firearms dealer who allows a person to temporarily store a firearm on the dealer's premises in a storage locker, box, or container does not thereby create a special relationship, for civil liability purposes. Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Prevent Veteran Suicide universal special license plates. Effective July 1, 2023, with some parts taking effect on October 1, 2023 and some parts taking effect July 1, 2025.

1 AN ACT concerning veterans.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5Suicide Prevention Signage Act.
6 Section 5. Definitions. As used in this Act:
7 "Public body" means a State officer or agency or a unit of
8local government.
9 "Public works" means any fixed work construction or
10improvement undertaken by a public body if that fixed work
11construction or improvement is funded or financed in whole or
12in part with State funds or funds administered by the State.
13 Section 10. Suicide prevention signage. For any building,
14bridge, ferry, or park constructed or replaced after July 1,
152025, as a public works project, there must be installed in
16appropriate locations signs displaying the 9-8-8 national
17suicide prevention and mental health crisis hotline.
18 Section 15. Facilities recommended to have suicide
19prevention signage.
20 (a) The public body in control of a public works project
21must decide where signs would be physically feasible and

1appropriate. The following facilities are recommended to have
2such signs:
3 (1) Bridges where suicides by jumping have occurred or
4 are likely to occur.
5 (2) Locations that provide services to people that
6 have high incidence of suicide or mental health conditions
7 that would benefit from knowing about the hotline.
8 (b) The signs must be designed to communicate that dialing
99-8-8 on a telephone will connect callers to behavioral health
10and suicide prevention services as provided in accordance with
11State and federal laws governing the 9-8-8 number.
12 (c) If a sign is located along a State highway or the
13interstate system, the Department of Transportation must
14approve the location prior to erecting the sign, but no permit
15is necessary.
16 Section 20. Conflict of laws. Signs created under this Act
17may not conflict with provisions of the federal Manual of
18Uniform Traffic Control Devices or existing State laws related
19to placement and design of signs.
20 Section 25. No private right of action. Nothing contained
21in this Act shall be construed as conferring a right of action
22in cases where no right of action exists independent of this
23Act. This Act is not intended to create a private right of
24action by any party or be used to impose liability on the

1public body if a sign has or has not been posted on the
2premises of the public facility or in any particular location
3recommended in this Act.
4 Section 30. Maintenance of signs. A public body may
5accept gifts or donations to pay for the creation,
6installation, or maintenance of signs under this Act.
7 Section 35. The Department of Professional Regulation Law
8is amended by adding Section 2105-370 as follows:

10 Sec. 2105-370. Educational materials on veterans and
11military members suicide prevention.
12 (a) Subject to appropriation, the Department shall consult
13with the Department of Veterans Affairs' to create educational
14materials informing health care providers regulated by the
15Department's Division of Professional Regulation about the
16availability of the nationwide 9-8-8 phone number for
17individuals in crisis to connect with suicide prevention and
18mental health crisis counselors. The educational materials
19must include information about the nationwide veterans crisis
20line for veterans and service members, and, beginning July 1,
212024, information about the resources developed under
22subsection (e) of Section 2i of the Department of Veterans'
23Affairs Act.

1 (b) The Department shall:
2 (1) determine the health professions to which this
3 Section shall apply; and
4 (2) collaborate with the corresponding disciplinary
5 authority or board to ensure that the educational
6 materials are distributed electronically to appropriate
7 licensed health care providers when a provider renews his
8 or her license.
9 (c) Beginning July 1, 2024, all health care providers are
10strongly encouraged to inquire with new patients entering care
11whether the patient is a veteran, member of the military, or a
12family member of a veteran or member of the military. If the
13patient responds in the affirmative, the provider is
14encouraged to share the educational materials created under
15this Section with the patient.
16 Section 40. The Department of Veterans' Affairs Act is
17amended by adding Sections 2i, 2j, and 40 as follows:

19 Sec. 2i. Suicide prevention community-based services grant
20program.
21 (a) Legislative intent and findings.
22 (1) Suicide is a public health issue that affects many
23 Illinois families and communities daily.
24 (2) Service members, veterans, and their families are

1 at a higher risk of being affected by suicide as
2 experiences prior to enlistment, during service, and
3 transition from service can contribute to suicidal
4 thoughts and behaviors.
5 (3) Family members of veterans who die by suicide are
6 at higher risk for future suicide due to the exposure of
7 experiencing suicide loss. Research shows for every
8 suicide that occurs, 135 people suffer from the effects
9 either directly or indirectly, meaning veteran suicides
10 impact a community of 2,600,000 people.
11 (4) There is no one path to suicide, but life
12 experiences, moral injury, trauma, culture, and health can
13 play a major role in suicidal behavior. Military and
14 veteran culture in particular includes stigma around
15 mental wellness and help-seeking behavior, emphasizes
16 reliability on group cohesion, and facilitates access,
17 comfortability, and familiarity with lethal means such as
18 firearms. Additionally, a significant number of veterans
19 do not seek care within the veterans administration
20 system.
21 (7) The General Assembly intends to address the
22 tragedy of suicide among veterans, military members, and
23 their families through support of professionals and
24 community and peer organizations serving veterans,
25 cultural changes that support help-seeking behaviors, and
26 investments in education, training, prevention, and care.

1 (b) As used in this Section:
2 "Fund" means the Veterans and Military Members Suicide
3Prevention Fund.
4 "Military members" means Illinois residents who are
5actively serving members of the Illinois National Guard or
6United States Reserve Forces, or active duty military
7personnel.
8 "Veteran" means an Illinois resident who has served as a
9member of the United States Armed Services on active duty, a
10member of the Illinois National Guard, or a member of the
11United States Reserve Forces, and who has received an
12honorable discharge.
13 (c) Suicide prevention community-based services grant
14program.
15 (1) The Department shall establish and administer a
16 suicide prevention community-based services grant program
17 for the purpose of providing suicide prevention, peer
18 support, and other assistance to at-risk and transitioning
19 veterans and military members and their families in their
20 communities.
21 (2) Subject to appropriation and any amounts disbursed
22 from the Veterans and Military Members Suicide Prevention
23 Fund created in subsection (d), the Department, in
24 consultation with the Department of Public Health's
25 suicide prevention coordinator project manager, must
26 establish a process to receive, review, process, and award

1 grants to organizations, including nonprofit and peer
2 support community programs, that address veterans,
3 military members, and their families who may be at risk of
4 suicide and other mental health crises. Priority must be
5 given to organizations using peer support models that use
6 evidence-based, research-based, or promising practices.
7 (3) The Department shall report to the General
8 Assembly annually beginning July 1, 2024, on grant
9 recipients, the number of veterans and military members
10 served, and the types of services offered by grant
11 recipients.
12 (4) The Department of Public Health and its suicide
13 prevention coordinator project manager shall evaluate the
14 effectiveness of each grant program recipient providing
15 suicide prevention and peer support services to veterans,
16 military members, and their families who may be at risk of
17 suicide and other mental health crises.
18 (d) Veterans and Military Members Suicide Prevention Fund.
19 (1) The Veterans and Military Members Suicide
20 Prevention Fund is created as a special find in the State
21 treasury. The Fund shall consist of moneys appropriated by
22 the General Assembly, revenues received from the Prevent
23 Veteran Suicide universal special license plates, and all
24 receipts from gifts, grants, bequests, devises, or other
25 donations from public and private sources to support
26 veterans and military members suicide prevention measures.

1 Expenditures from the Fund may be used only for the
2 purposes provided in paragraph (3) of this subsection.
3 Only the Director of Veterans' Affairs or the Director's
4 designee may authorize expenditures from the Fund.
5 (2)(A) The Department may request and accept
6 nondedicated contributions, grants, or gifts in cash or
7 otherwise, and voluntary donations for deposit into the
8 Fund, including funds generated by voluntary donations
9 under subparagraph (B).
10 (B) The Department may accept, for deposit into the
11 account, voluntary donations from persons who are:
12 (i) applying for a concealed pistol license or
13 renewal of a concealed pistol license; or
14 (ii) undergoing a background check under Section
15 3.1 of the Firearm Owners Identification Card Act in
16 connection with the purchase of a firearm from a
17 firearms dealer.
18 The Department shall coordinate with local law
19 enforcement agencies, the Illinois State Police, and
20 firearms dealers licensed under the Firearm Dealer License
21 Certification Act to develop a form and process for
22 publicizing and collecting voluntary donations under this
23 subparagraph. The Department and the Illinois State Police
24 shall post educational information regarding the voluntary
25 donation provisions of this subsection on their websites.
26 (3) All moneys deposited into the Fund must be used

1 for activities that are dedicated to the benefit of
2 veteran and military member suicide education and
3 prevention including, but not limited to, providing
4 programs, peer support, and services that assist veterans
5 and military members in addressing mental health and
6 wellness impacts of military service, trauma, moral
7 injury, and transition to civilian life. Moneys may also
8 be used for the suicide prevention community-based
9 services grant program established in subsection (c).
10 Moneys from the Fund may not be used to supplant existing
11 moneys received by the Department nor shall grant
12 recipients use the moneys to supplant existing funding.
13 (e) Subject to the availability of amounts appropriated
14for this specific purpose, the Department shall:
15 (1) Create and maintain a database of information on
16 nonprofit, for-profit, city, county, State, and federal
17 organizations, providers, and resources that address the
18 mental health, well-being, and suicide prevention of
19 veterans, military members, and their families. The
20 Department shall establish criteria for inclusion in the
21 database by July 1, 2023. The Department must make the
22 database accessible on its website to veterans, military
23 members, and their families by July 1, 2024.
24 (2) Provide suicide prevention education training and
25 information for veterans, military members, and their
26 families that is accessible through the internet.

1 (3) By December 1, 2024, create, in consultation with
2 the Suicide-Safer Homes Task Force established under
3 Section 2j of this Act, a web-based application to be
4 shared by State agencies and primary care providers with
5 veterans, military members, and their families to provide
6 applicable information and resources, including, but not
7 limited to, benefits, mental health resources, and lethal
8 means safety information.
9 (20 ILCS 2805/2j new)
10 Sec. 2j. Suicide-Safer Homes Task Force.
11 (a) Subject to appropriation, a Suicide-Safer Homes Task
12Force is established to raise public awareness and increase
13suicide prevention education among new partners who are in key
14positions to help reduce suicide. The Task Force shall be
15administered and staffed by the Department. To the extent
16possible, the Task Force membership shall include
17representatives from geographically diverse and priority
18populations.
19 (b) The Suicide-Safer Homes Task Force shall be co-chaired
20by the Director of Veterans' Affairs, or the Director's
21designee, and the Department of Public Health's suicide
22prevention coordinator project manager, or the suicide
23prevention coordinator project manager's designee, and shall
24also consist of the following members:
25 (1) Two representatives of suicide prevention

1 organizations, selected by the co-chairs of the Task
2 Force.
3 (2) Two representatives of the firearms industry,
4 selected by the co-chairs of the Task Force.
5 (3) Two individuals who are suicide attempt survivors
6 or who have experienced suicide loss, selected by the
7 co-chairs of the Task Force.
8 (4) Two representatives of law enforcement agencies,
9 selected by the co-chairs of the Task Force.
10 (5) One representative from the Department of Public
11 Health.
12 (6) One representative from the Department of Natural
13 Resources.
14 (7) One individual representing veterans.
15 (8) Two veterans.
16 (9) One representative of the National Rifle
17 Association.
18 (10) One representative of the Second Amendment
19 Foundation.
20 (11) One representative of a nonprofit organization
21 working on gun safety issues.
22 (12) One representative of a national firearms trade
23 association.
24 (13) One representative of a State pharmacy
25 association.
26 (14) No more than 5 other interested parties, selected

1 by the co-chairs of the Task Force.
2 (c) The Department of Veterans' Affairs shall convene the
3initial meeting of the Task Force.
4 (d) The Task Force shall:
5 (1) develop and prepare to disseminate online
6 trainings on suicide awareness and prevention for firearms
7 dealers and their employees and firearm range owners and
8 their employees;
9 (2) partner with medical providers, firearms dealers,
10 firearms ranges, and pharmacies to develop and distribute
11 suicide awareness and prevention messages for posters and
12 brochures;
13 (3) in consultation with the Department of Natural
14 Resources, develop strategies for creating and
15 disseminating suicide awareness and prevention information
16 for hunting safety classes, including messages to parents
17 that can be shared during online registration, in either
18 follow-up email communications, or in writing, or both;
19 (4) create a website that will be a clearinghouse for
20 the newly created suicide awareness and prevention
21 materials developed by the Task Force;
22 (5) continue to support medical providers with suicide
23 prevention and awareness work through the dissemination of
24 collateral education programs;
25 (6) allocate funding towards the purchase of firearm
26 lock boxes for dissemination to veterans and military

1 members and their families as prescribed by the Department
2 of Veterans' Affairs by rule;
3 (7) develop and direct advocacy efforts with firearms
4 dealers to pair suicide awareness and prevention training
5 with distribution of safe storage devices;
6 (8) partner with a statewide pharmacy association to
7 market and promote medication disposal kits and safe
8 storage devices;
9 (9) train health care providers on suicide awareness
10 and prevention, paired with distribution of medication
11 disposal kits and safe storage devices; and
12 (10) train local law enforcement officers on suicide
13 awareness and prevention, paired with distribution of
14 medication disposal kits and safe storage devices.
15 (e) The Department of Public Health and its suicide
16prevention coordinator project manager shall provide subject
17matter expertise, technical and programmatic support, and
18consultation and evaluation to the Task Force.
19 (f) Beginning December 1, 2023, the Task Force shall
20annually report to the General Assembly on the status of its
21work.
22 (g) This Section is repealed on July 1, 2025.

24 Sec. 40. State Global War on Terror Memorial.
25 (a) Any memorial established on any land held by the

1Department of Veterans' Affairs to commemorate the global war
2on terror must recognize service members who died in Operation
3Iraqi Freedom, Operation Enduring Freedom, and Operation New
4Dawn, which are classified under the umbrella term global war
5on terror. Any such memorial must include a component designed
6to reflect on the great number of active duty service members
7and veterans who have died by suicide after serving in these
8wars. The design of such a memorial must serve to honor those
9who are lost and provide a sacred space for healing and
10reflection for veterans and military families.
11 (b) The State Global War on Terror Memorial Fund is
12created as a special fund in the State treasury. The purpose of
13the Fund is to support the establishment and maintenance of
14the Global War on Terror Memorial. The Director of Veterans'
15Affairs may solicit and accept moneys from gifts, grants, or
16endowments for this purpose. All receipts from federal funds,
17gifts, or grants from the private sector, foundations, or
18other sources must be deposited into the Fund. Expenditures
19from the Fund may be used only for the design, siting,
20permitting, construction, maintenance, dedication, or creation
21of educational materials related to placement of this memorial
22on land held by the Department of Veterans' Affairs. Only the
23Director, or the Director's designee, may authorize
24expenditures from the Fund.
25The Director may adopt rules governing the receipt and use of
26moneys in the Fund.

13 Sec. 1-13. Military status. During the application process
14for public assistance benefits, the Department shall inquire
15of each applicant whether the applicant has ever served in the
16United States military services or is a family or household
17member of someone who has ever served in the United States
18military services. If the applicant answers in the
19affirmative, the Department shall provide the applicant with
20information on how to contact the Department of Veterans'

1Affairs to inquire as to whether the applicant may be eligible
2for any benefits, services, or programs offered to veterans,
3military members, or their families.
4 Section 60. The Firearm Dealer License Certification Act
5is amended by adding Section 5-57 as follows:
6 (430 ILCS 68/5-57 new)
7 Sec. 5-57. Storage services.
8 (a) In order to better prevent suicide by veterans,
9military members, and their families, an expansion of safe
10storage of firearms and reduced access to lethal means in the
11community is encouraged.
12 (b) A certified licensee who provides a service of
13allowing a person to temporarily store a firearm on the
14certified licensee's premises in a storage locker, box, or
15container that is locked and not accessible to the certified
16licensee does not thereby create a special relationship, for
17civil liability purposes, between the certified licensee and
18the person who temporarily stores the firearm on the certified
19licensee's premises.
20 Section 65. The Illinois Vehicle Code is amended by
21changing Section 3-699.14 as follows:

1 Sec. 3-699.14. Universal special license plates.
2 (a) In addition to any other special license plate, the
3Secretary, upon receipt of all applicable fees and
4applications made in the form prescribed by the Secretary, may
5issue Universal special license plates to residents of
6Illinois on behalf of organizations that have been authorized
7by the General Assembly to issue decals for Universal special
8license plates. Appropriate documentation, as determined by
9the Secretary, shall accompany each application. Authorized
10organizations shall be designated by amendment to this
11Section. When applying for a Universal special license plate
12the applicant shall inform the Secretary of the name of the
13authorized organization from which the applicant will obtain a
14decal to place on the plate. The Secretary shall make a record
15of that organization and that organization shall remain
16affiliated with that plate until the plate is surrendered,
17revoked, or otherwise cancelled. The authorized organization
18may charge a fee to offset the cost of producing and
19distributing the decal, but that fee shall be retained by the
20authorized organization and shall be separate and distinct
21from any registration fees charged by the Secretary. No decal,
22sticker, or other material may be affixed to a Universal
23special license plate other than a decal authorized by the
24General Assembly in this Section or a registration renewal
25sticker. The special plates issued under this Section shall be
26affixed only to passenger vehicles of the first division,

1including motorcycles and autocycles, or motor vehicles of the
2second division weighing not more than 8,000 pounds. Plates
3issued under this Section shall expire according to the
4multi-year procedure under Section 3-414.1 of this Code.
5 (b) The design, color, and format of the Universal special
6license plate shall be wholly within the discretion of the
7Secretary. Universal special license plates are not required
8to designate "Land of Lincoln", as prescribed in subsection
9(b) of Section 3-412 of this Code. The design shall allow for
10the application of a decal to the plate. Organizations
11authorized by the General Assembly to issue decals for
12Universal special license plates shall comply with rules
13adopted by the Secretary governing the requirements for and
14approval of Universal special license plate decals. The
15Secretary may, in his or her discretion, allow Universal
16special license plates to be issued as vanity or personalized
17plates in accordance with Section 3-405.1 of this Code. The
18Secretary of State must make a version of the special
19registration plates authorized under this Section in a form
20appropriate for motorcycles and autocycles.
21 (c) When authorizing a Universal special license plate,
22the General Assembly shall set forth whether an additional fee
23is to be charged for the plate and, if a fee is to be charged,
24the amount of the fee and how the fee is to be distributed.
25When necessary, the authorizing language shall create a
26special fund in the State treasury into which fees may be

1deposited for an authorized Universal special license plate.
2Additional fees may only be charged if the fee is to be paid
3over to a State agency or to a charitable entity that is in
4compliance with the registration and reporting requirements of
5the Charitable Trust Act and the Solicitation for Charity Act.
6Any charitable entity receiving fees for the sale of Universal
7special license plates shall annually provide the Secretary of
8State a letter of compliance issued by the Attorney General
9verifying that the entity is in compliance with the Charitable
10Trust Act and the Solicitation for Charity Act.
11 (d) Upon original issuance and for each registration
12renewal period, in addition to the appropriate registration
13fee, if applicable, the Secretary shall collect any additional
14fees, if required, for issuance of Universal special license
15plates. The fees shall be collected on behalf of the
16organization designated by the applicant when applying for the
17plate. All fees collected shall be transferred to the State
18agency on whose behalf the fees were collected, or paid into
19the special fund designated in the law authorizing the
20organization to issue decals for Universal special license
21plates. All money in the designated fund shall be distributed
22by the Secretary subject to appropriation by the General
23Assembly.
24 (e) The following organizations may issue decals for
25Universal special license plates with the original and renewal
26fees and fee distribution as follows:

8 roadside monarch and other pollinator habitat development,
9 enhancement, and restoration projects in this State.
10 (2) The Prostate Cancer Awareness Fund. All money in
11 the Prostate Cancer Awareness Fund shall be paid as grants
12 to the Prostate Cancer Foundation of Chicago.
13 (3) The Horsemen's Council of Illinois Fund. All money
14 in the Horsemen's Council of Illinois Fund shall be paid
15 as grants to the Horsemen's Council of Illinois.
16 (4) The Post-Traumatic Stress Disorder Awareness Fund.
17 All money in the Post-Traumatic Stress Disorder Awareness
18 Fund shall be paid as grants to K9s for Veterans, NFP for
19 support, education, and awareness of veterans with
20 post-traumatic stress disorder.
21 (5) The Guide Dogs of America Fund. All money in the
22 Guide Dogs of America Fund shall be paid as grants to the
23 International Guiding Eyes, Inc., doing business as Guide
24 Dogs of America.
25 (6) The Mechanics Training Fund. All money in the
26 Mechanics Training Fund shall be paid as grants to the

1 Mechanics Local 701 Training Fund.
2 (7) The Theresa Tracy Trot - Illinois CancerCare
3 Foundation Fund. All money in the Theresa Tracy Trot -
4 Illinois CancerCare Foundation Fund shall be paid to the
5 Illinois CancerCare Foundation for the purpose of
6 furthering pancreatic cancer research.
7 (8) The Developmental Disabilities Awareness Fund. All
8 money in the Developmental Disabilities Awareness Fund
9 shall be paid as grants to the Illinois Department of
10 Human Services to fund legal aid groups to assist with
11 guardianship fees for private citizens willing to become
12 guardians for individuals with developmental disabilities
13 but who are unable to pay the legal fees associated with
14 becoming a guardian.
15 (9) The Pediatric Cancer Awareness Fund. All money in
16 the Pediatric Cancer Awareness Fund shall be paid as
17 grants to the Cancer Center at Illinois for pediatric
18 cancer treatment and research.
19 (10) The Folds of Honor Foundation Fund. All money in
20 the Folds of Honor Foundation Fund shall be paid as grants
21 to the Folds of Honor Foundation to aid in providing
22 educational scholarships to military families.
23 (11) The Experimental Aircraft Association Fund. All
24 money in the Experimental Aircraft Association Fund shall
25 be paid, subject to appropriation by the General Assembly
26 and distribution by the Secretary, as grants to promote

1 recreational aviation.
2 (12) The Child Abuse Council of the Quad Cities Fund.
3 All money in the Child Abuse Council of the Quad Cities
4 Fund shall be paid as grants to benefit the Child Abuse
5 Council of the Quad Cities.
6 (13) The Illinois Health Care Workers Benefit Fund.
7 All money in the Illinois Health Care Workers Benefit Fund
8 shall be paid as grants to the Trinity Health Foundation
9 for the benefit of health care workers, doctors, nurses,
10 and others who work in the health care industry in this
11 State.
12 (14) The Future Farmers of America Fund. All money in
13 the Future Farmers of America Fund shall be paid as grants
14 to the Illinois Association of Future Farmers of America.

20 Section 99. Effective date. This Act takes effect July 1,
