Bill Title: Amends the Educator Licensure Article of the School Code. Provides that a Professional Educator License with a National Board for Professional Teaching Standards designation shall be automatically renewed for a period of time equal to the remaining period of validity of the National Board for Professional Teaching Standards certification. Effective July 1, 2013.

2 | AMENDMENT NO. ______. Amend House Bill 3112 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by changing Section | ||||||
5 | 21B-65 as follows:
| ||||||
6 | (105 ILCS 5/21B-65) | ||||||
7 | Sec. 21B-65. National Board for Professional Teaching | ||||||
8 | Standards. Individuals holding certification issued by the | ||||||
9 | National Board for Professional Teaching Standards shall be | ||||||
10 | issued a National Board for Professional Teaching Standards | ||||||
11 | designation on an existing Professional Educator License. The | ||||||
12 | designation shall be issued automatically and added to an | ||||||
13 | individual's Professional Educator License, and individuals | ||||||
14 | need not submit an application. | ||||||
15 | The National Board for Professional Teaching Standards | ||||||
16 | designation must be issued only for the same validity period as |

1 | the National Board for Professional Teaching Standards | ||||||
2 | certification, and the designation must be removed from the | ||||||
3 | Professional Educator License when the educator no longer holds | ||||||
4 | the certification from the National Board for Professional | ||||||
5 | Teaching Standards. | ||||||
6 | Any licensee holding a current National Board for | ||||||
7 | Professional Teaching Standards (NBPTS) Master Teacher | ||||||
8 | designation during any particular fiscal year shall complete a | ||||||
9 | minimum of 5 hours of professional development, which may | ||||||
10 | include providing professional development that aligns to | ||||||
11 | NBPTS standards, for each year of the renewal cycle. A total of | ||||||
12 | 50 hours of professional development per 5-year renewal cycle | ||||||
13 | must be completed in order to renew a license. | ||||||
14 | Beginning on July 1, 2013, individuals holding an Illinois | ||||||
15 | National Board for Professional Teaching Standards endorsement | ||||||
16 | issued pursuant to the requirements of Section 21-2 of this | ||||||
17 | Code must have a current certificate issued by the National | ||||||
18 | Board for Professional Teaching Standards in order to maintain | ||||||
19 | the Illinois National Board for Professional Teaching | ||||||
20 | Standards endorsement. | ||||||
21 | Any individual who, on or after July 1, 2012, has been | ||||||
22 | issued a Master Certificate pursuant to Section 21-2 of this | ||||||
23 | Code or a National Board for Professional Teaching Standards | ||||||
24 | designation on a Professional Educator License pursuant to this | ||||||
25 | Section may work as a teacher only in an area for which he or | ||||||
26 | she holds the required Illinois endorsement. Any individual |

1 | who, prior to June 30, 2012, has been issued an endorsement for | ||||||
2 | a particular area on a Master Certificate may work as a teacher | ||||||
3 | in that area even without having been issued the required | ||||||
4 | Illinois endorsement.
