Bill Title: Amends the Sanitary District Act of 1936. Removes the ability of the board of trustees of a sanitary district to provide group life, health, accident, hospital and medical insurance, or any one or any combination of such types of insurance to trustees. Effective January 1, 2020.

1 | AN ACT concerning local government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The Sanitary District Act of 1936 is amended by | ||||||||||||||||||||||||
5 | changing Section 4.1 as follows:
| ||||||||||||||||||||||||
6 | (70 ILCS 2805/4.1) (from Ch. 42, par. 415.1)
| ||||||||||||||||||||||||
7 | Sec. 4.1.
The board of trustees of any sanitary district | ||||||||||||||||||||||||
8 | may arrange to
provide for the benefit of employees and | ||||||||||||||||||||||||
9 | trustees of the sanitary district
group life, health, accident, | ||||||||||||||||||||||||
10 | hospital and medical insurance, or any one or
any combination | ||||||||||||||||||||||||
11 | of such types of insurance. Such insurance may include
| ||||||||||||||||||||||||
12 | provision for employees and trustees who rely on treatment by | ||||||||||||||||||||||||
13 | prayer or
spiritual means alone for healing in accordance with | ||||||||||||||||||||||||
14 | the tenets and
practice of a well recognized religious | ||||||||||||||||||||||||
15 | denomination. The board of trustees
may provide for payment by | ||||||||||||||||||||||||
16 | the sanitary district of the premium or charge
for such | ||||||||||||||||||||||||
17 | insurance.

18 | On and after January 1, 2020, no benefit under this Section | ||||||||||||||||||||||||
19 | may be provided to trustees. | ||||||||||||||||||||||||
20 | If the board of trustees do not provide for a plan pursuant | ||||||||||||||||||||||||
21 | to which the
sanitary district pays the premium or charge for | ||||||||||||||||||||||||
22 | any group insurance plan,
the board of trustees may provide for | ||||||||||||||||||||||||
23 | the withholding and deducting from
the compensation of such of |

1 | the employees and trustees as consent thereto
the premium or | ||||||
2 | charge for any group life, health, accident, hospital and
| ||||||
3 | medical insurance.
| ||||||
4 | The board of trustees may exercise the powers granted in | ||||||
5 | this section
only if the kinds of such group insurance are | ||||||
6 | obtained from any insurance
company authorized to do business | ||||||
7 | in the State of Illinois or any other
organization or
service | ||||||
8 | offering similar coverage. The board of trustees may enact an
| ||||||
9 | ordinance prescribing the method of operations of such | ||||||
10 | insurance program.
