Bill Title: Creates the Accountability in Higher Education Act. Requires public universities in this State to develop annual academic, financial, and enrollment plans that outline (i) tuition and fee estimates, (ii) enrollment projections, (iii) retention policies and projections, and (iv) accepting a number of accountability measures, including meeting benchmarks related to accessibility and affordability. Requires public universities to commit themselves formally to meeting specified State policy objectives, in conjunction with the goals set forth in the Illinois Public Agenda for College and Career Success. Requires the Board of Higher Education to be responsible for developing performance indicators to measure whether public universities in this State are meeting State policy objectives, in conjunction with the goals set forth in the Illinois Public Agenda for College and Career Success. Effective immediately.

2 | AMENDMENT NO. ______. Amend House Bill 3220 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Accountability in Higher Education Act.
| ||||||
6 | Section 5. Annual plans.
| ||||||
7 | (a) Public universities and community colleges in this | ||||||
8 | State shall develop annual academic, financial, and enrollment | ||||||
9 | plans that outline all of the following: | ||||||
10 | (1) Tuition and fee estimates. | ||||||
11 | (2) Enrollment projections. | ||||||
12 | (3) Retention policies and projections. | ||||||
13 | (4) A number of accountability measures, including | ||||||
14 | meeting benchmarks related to accessibility and | ||||||
15 | affordability developed in consultation with statewide | ||||||
16 | organizations representing faculty and staff. |

1 | (b) Public universities must submit their plans to the | ||||||
2 | Board of Higher Education no later than June 30th of each year, | ||||||
3 | and their plans must be reviewed by the Board of Higher | ||||||
4 | Education for recommendations to be made each year at one of | ||||||
5 | the Board of Higher Education's regularly scheduled meetings.

6 | Community Colleges must submit their plans to the Community | ||||||
7 | College Board no later than June 30th of each year, and their | ||||||
8 | plans must be reviewed by the Community College Board for | ||||||
9 | recommendations to be made each year at one of the Community | ||||||
10 | College Board's regularly scheduled meetings.

11 | Section 10. State policy objectives. Public universities | ||||||
12 | and community colleges in this State must commit themselves | ||||||
13 | formally to meeting the following State policy objectives, in | ||||||
14 | conjunction with the goals set forth in the Illinois Public | ||||||
15 | Agenda for College and Career Success: | ||||||
16 | (1) Providing access to higher education, including | ||||||
17 | meeting enrollment demand. | ||||||
18 | (2) Providing a broad range of academic programs. | ||||||
19 | (3) Maintaining high academic standards. | ||||||
20 | (4) Improving student retention and progress toward | ||||||
21 | timely graduation or program completion. | ||||||
22 | (5) Developing uniform articulation agreements between | ||||||
23 | public community colleges and public universities. | ||||||
24 | (6) Stimulating economic development. | ||||||
25 | (7) If appropriate, increasing externally funded |

1 | research and improving technology transfer. | ||||||
2 | (8) Actively working with grades kindergarten through | ||||||
3 | 12 to improve student achievement and preparation for | ||||||
4 | college. | ||||||
5 | (9) Meeting financial and administrative management | ||||||
6 | standards. | ||||||
7 | (10) Making enrollment affordable, regardless of | ||||||
8 | income.

9 | Section 15. Performance indicators. The Board of Higher | ||||||
10 | Education shall be responsible for developing performance | ||||||
11 | indicators in collaboration with the universities and | ||||||
12 | community colleges and the Illinois Community College Board to | ||||||
13 | measure whether public universities and community colleges in | ||||||
14 | this State are meeting State policy objectives under Section 10 | ||||||
15 | of this Act, in conjunction with the goals set forth in the | ||||||
16 | Illinois Public Agenda for College and Career Success.

17 | Section 99. Effective date. This Act takes effect upon | ||||||
18 | becoming law.".
