Bill Title: Amends the Department of Veterans Affairs Act. Creates the Women Veterans Task Force consisting of women veterans to examine the needs of women veterans with respect to issues including, but not limited to, compensation, rehabilitation, outreach, health care, and issues facing women veterans in the community, and to offer solutions on how best to meet these needs. Contains provisions concerning the composition of the Task Force; vacancies; duties; reporting requirements; and duration. Effective immediately.

AMENDMENT TO HOUSE BILL 3276
2 AMENDMENT NO. ______. Amend House Bill 3276 by replacing
3everything after the enacting clause with the following:
4 "Section 1. The Department of Veterans Affairs Act is
5amended by adding Section 31 as follows:
6 (20 ILCS 2805/31 new)
7 Sec. 31. Women Veterans Task Force.
8 (a) Findings and purpose. Far too often the sacrifices of
9women veterans are overlooked. This frequently leads to women
10veterans being left out of veterans' organizations. In
11addition, most veterans services are targeted to men. The
12purpose of this Section is to establish a task force to examine
13the needs of women veterans with respect to issues including,
14but not limited to, compensation, rehabilitation, outreach,
15breast and cervical cancer screenings, health care, and issues
16facing women veterans in the community, and to offer solutions

1on how best to alleviate these needs.
2 (b) Composition of Task Force. The Department of Veterans'
3Affairs shall provide administrative support to the Task Force.
4The Task Force shall be comprised of women veterans appointed
5as follows:
6 (1) Five members appointed by the Governor.
7 (2) One member appointed by the Speaker of the House of
8 Representatives.
9 (3) One member appointed by the Minority Leader of the
10 House of Representatives.
11 (4) One member appointed by the President of the
12 Senate.
13 (5) One member appointed by the Minority Leader of the
14 Senate.
15 (c) Vacancies. Vacancies in the Task Force shall be filled
16by the initial appointing authority.
17 (d) Compensation. Members of the Task Force shall serve
18without compensation, but may be reimbursed for necessary
19expenses incurred in performing duties associated with the Task
20Force.
21 (e) Duties. The Task Force shall examine the needs of women
22veterans with respect to issues including, but not limited to,
23compensation, rehabilitation, outreach, breast and cervical
24cancer screenings, health care, and issues facing women
25veterans in the community, and offer solutions on how best to
26meet these needs.

1 (f) Reporting. By July 1, 2012, the Task Force shall
2present a report of its findings to the Governor, the Director
3of Veterans' Affairs, and the Secretary of the United States
4Department of Veterans Affairs.
5 (g) Repeal. This Section is repealed on July 1, 2012.
6 Section 99. Effective date. This Act takes effect upon
7becoming law.".
