SYNOPSIS AS INTRODUCED:
20 ILCS 1370/1-80 new

Amends the Department of Innovation and Technology Act. Provides that the Department of Innovation and Technology shall establish the Generative AI and Natural Language Processing Task Force investigate and provide a report on generative artificial intelligence software and natural language processing software. Sets forth the members to serve on the Task Force. Provides that the Task Force shall hold at least 5 meetings, and specifies the format and the location of those minimum amount of meetings. Provides for additional responsibilities of the Task Force. Provides that the Department of Innovation and Technology shall provide administrative and technical support to the Task Force. Provides that the Task Force shall provide a report to the Governor and the General Assembly covering the Task Force's investigation into generative artificial intelligence software and natural language processing software and the Task Force's additional responsibilities.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Innovation and Technology Act
5is amended by adding Section 1-80 as follows:
6 (20 ILCS 1370/1-80 new)
7 Sec. 1-80. Generative AI and Natural Language Processing
8Task Force.
9 (a) As used in this Section, "Task Force" means the
10Generative AI and Natural Language Processing Task Force
11established by this Section.
12 (b) The Department shall establish the Generative AI and
13Natural Language Processing Task Force. The Task Force shall
14investigate and provide a report on generative artificial
15intelligence software and natural language processing
16software.
17 (c) The Task Force shall be composed of all of the
18following members:
19 (1) One member appointed by the Speaker of the House
20 of Representatives, who shall serve as a co-chairperson.
21 (2) One member appointed by the Minority Leader of the
22 House of Representatives.
23 (3) One member appointed by the President of the

1 Senate, who shall serve as a co-chairperson.
2 (4) One member appointed by the Minority Leader of the
3 Senate.
4 (5) The Director of Innovation and Technology, or his
5 or her designee.
6 (6) The State Superintendent of Education, or his or
7 her designee.
8 (7) The Chair of the Board of Higher Education, or his
9 or her designee.
10 (8) The Executive Director of the Board of Higher
11 Education, or his or her designee.
12 (9) Two teachers recommended by a statewide teachers
13 association, appointed by the Governor.
14 (10) Two principals recommended by a statewide
15 principals association, appointed by the Governor.
16 (11) Two experts on cybersecurity, appointed by the
17 Governor.
18 (12) Two experts on artificial intelligence, appointed
19 by the Governor.
20 (13) Two members of statewide business associations,
21 appointed by the Governor.
22 (14) Two members of statewide labor associations,
23 appointed by the Governor.
24 (d) The Task Force shall hold at least 5 public meetings in
25a hybrid format, with both virtual and in-person options to
26attend. Of those required 5 meetings, one shall be held in

1Chicago, one shall be held in Springfield, one shall be held in
2the Metro East region, one shall be held in the Quad Cities
3region, and one shall be held in Southern Illinois.
4 (e) The responsibilities of the Task Force shall include
5all of the following:
6 (1) Recommendations for legislation or regulations to
7 protect consumer information as it relates to this kind of
8 AI.
9 (2) Model policies for schools to address AI use by
10 students.
11 (3) Model policies for schools to address use of AI in
12 the classroom.
13 (4) Use of AI to improve delivery of public services.
14 (5) Protecting civil rights and civil liberties of
15 individuals and consumers as it relates to AI.
16 (6) Use of AI in the workforce and how this could
17 affect employment levels, types of employment, and the
18 deployment of workers.
19 (7) Challenges of AI for cybersecurity.
20 (8) Other topics related to generative artificial
21 intelligence software and natural language processing
22 software. that may arise from testimony or reports to the
23 task force submitted by its members or the public.
24 (f) The Department shall provide administrative and
25technical support to the Task Force.
26 (g) The Task Force shall provide a report to the Governor

1and the General Assembly covering the Task Force's
2investigation into generative artificial intelligence software
3and natural language processing software and the Task Force's
4responsibilities under subsection (e).
