Bill Title: Amends the Video Gaming Act. Requires a unit of government, including a home rule unit, to impose a fee for the operation of a video gaming terminal of $1,000 per year (rather than prohibiting a non-home rule unit of government to impose any fee for the operation of a video gaming terminal in excess of $25 per year). Limits home rule.

2 | Be it enacted by the People of the State of Illinois,

4 | Section 5. The Video Gaming
Act is amended by changing | ||||||||||||||||||||||||
5 | Section 65 as follows:

6 | (230 ILCS 40/65)

7 | Sec. 65. Fees. A unit of government, including a home rule | ||||||||||||||||||||||||
8 | unit, shall impose a fee for the operation of a video gaming | ||||||||||||||||||||||||
9 | terminal of $1,000 per year. A home rule unit may not impose a | ||||||||||||||||||||||||
10 | fee in an amount other than that provided in this Section. This | ||||||||||||||||||||||||
11 | Section is a denial and limitation of home rule powers and | ||||||||||||||||||||||||
12 | functions under
subsection (h) of Section 6 of Article VII of | ||||||||||||||||||||||||
13 | the Illinois Constitution. A non-home rule unit of government | ||||||||||||||||||||||||
14 | may not impose any
fee
for the operation of a video gaming | ||||||||||||||||||||||||
15 | terminal in excess of $25 per year.
