Bill Title: Amends the Department of Healthcare and Family Services Law of the Civil Administrative Code of Illinois. Requires the Department of Healthcare and Family Services to designate one or more health care telementoring entities based on an application to be developed by the Department. Allows approved applicants from Illinois to be eligible for State funding in accordance with rules developed by the Department. Provides that funding shall be provided based on the number of physicians who are assisted by each approved health care telementoring entity and the hours of assistance provided to each physician. Defines "health care telementoring".

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Department of Healthcare and Family | ||||||
5 | Services Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 30 as follows:

7 | (20 ILCS 2205/30 new) | ||||||
8 | Sec. 30. Health care telementoring. | ||||||
9 | (a) The Department of Healthcare and Family Services shall | ||||||
10 | designate one or more health care telementoring entities based | ||||||
11 | on an application to be developed by the Department of | ||||||
12 | Healthcare and Family Services. Applicants shall demonstrate a | ||||||
13 | record of expertise and demonstrated success in providing | ||||||
14 | health care telementoring services. Approved applicants from | ||||||
15 | Illinois shall be eligible for State funding in accordance | ||||||
16 | with rules developed by the Department of Healthcare and | ||||||
17 | Family Services. Funding shall be provided based on the number | ||||||
18 | of physicians who are assisted by each approved health care | ||||||
19 | telementoring entity and the hours of assistance provided to | ||||||
20 | each physician. | ||||||
21 | (b) In this Section, "health care telementoring" means a | ||||||
22 | program: | ||||||
23 | (1) based on interactive video technology that |

1 | connects groups of community health care providers in | ||||||
2 | urban and rural underserved areas with specialists in | ||||||
3 | regular real-time collaborative sessions; | ||||||
4 | (2) designed around case-based learning and | ||||||
5 | mentorship; and | ||||||
6 | (3) that helps local health care providers gain the | ||||||
7 | expertise required to more effectively provide needed | ||||||
8 | services. | ||||||
9 | "Health care telementoring" includes, but is not limited | ||||||
10 | to, a program provided to improve services in a variety of | ||||||
11 | areas, including, but not limited to, adolescent health, | ||||||
12 | Hepatitis C, complex diabetes, geriatrics, mental illness, | ||||||
13 | opioid use disorders, substance use disorders, maternity care, | ||||||
14 | childhood adversity and trauma, pediatric ADHD, and other | ||||||
15 | priorities identified by the Department of Healthcare and | ||||||
16 | Family Services.
