Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Defines "homeless service provider" to mean a person or entity who provides services to homeless persons under any of the programs of or identified by the Department of Human Services. Requires the Department of Public Health to consider all homeless service providers in the State to be essential critical infrastructure workers under specified guidance from the federal Cybersecurity and Infrastructure Security Agency. Provides that the Department shall ensure that homeless service providers qualify for the same priority benefits afforded to health care organizations and frontline workers by the State, including federal COVID-19 relief funding, personal protective equipment, and vaccinations. Provides for repeal of the provisions on January 1, 2023. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Department of Public Health Powers and | |||||||||||||||||||
5 | Duties Law of the
Civil Administrative Code of Illinois is | |||||||||||||||||||
6 | amended by adding Section 2310-431 as follows:

7 | (20 ILCS 2310/2310-431 new) | |||||||||||||||||||
8 | Sec. 2310-431. Homeless service providers. | |||||||||||||||||||
9 | (a) In this Section, "homeless service provider" means a | |||||||||||||||||||
10 | person or entity who provides services to homeless persons | |||||||||||||||||||
11 | under any of the programs of or identified by the Department of | |||||||||||||||||||
12 | Human Services. | |||||||||||||||||||
13 | (b) The Department shall consider all homeless service | |||||||||||||||||||
14 | providers in the State to be essential critical infrastructure | |||||||||||||||||||
15 | workers under the federal Cybersecurity and Infrastructure | |||||||||||||||||||
16 | Security Agency's "Essential Critical Infrastructure Workers | |||||||||||||||||||
17 | Guidance Version 4.0". The Department shall ensure that | |||||||||||||||||||
18 | homeless service providers qualify for the same priority | |||||||||||||||||||
19 | benefits afforded to health care organizations and frontline | |||||||||||||||||||
20 | workers by the State, including, but not limited to: | |||||||||||||||||||
21 | (1) federal COVID-19 relief funding; | |||||||||||||||||||
22 | (2) personal protective equipment; and | |||||||||||||||||||
23 | (3) vaccinations. |

1 | (c) This Section is repealed on January 1, 2023.
