Bill Title: Creates the Task Force on Police Use of Force. Provides that the Task Force shall: (1) investigate reported instances of police use of force; (2) obtain testimony from persons affected by police use of force; (3) study past and current use of force reporting practices; (4) study past and current use of force training; (5) work in conjunction with and make recommendations to the Illinois Law Enforcement Training Standards Board for suggested revision to existing use of force training and reporting practices; and (6) advise and assist the General Assembly in the passage of laws concerning police use of force training and reporting practices. Provides that the Task Force shall employ skilled experts and receive the cooperation of those State agencies it deems appropriate to assist the Task Force in carrying out its duties. Provides that the members of the Task Force shall serve without compensation but shall be reimbursed for expenses necessarily incurred in the performance of their duties from appropriations made to the Task Force for that purpose. Provides that the Task Force shall hold public hearings and issue a written report of its findings and recommendations to the Governor and General Assembly on or before January 1, 2017. Provides that the Act is repealed on January 15, 2017. Effective immediately.

1 | AN ACT concerning police.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 1. Short title. This Act may be cited as the Task | ||||||||||||||||||||||||
5 | Force on Police Use of Force Act.
| ||||||||||||||||||||||||
6 | Section 5. Purposes. It is the intent of the General | ||||||||||||||||||||||||
7 | Assembly to: | ||||||||||||||||||||||||
8 | (1) improve the public's trust in the delivery of law | ||||||||||||||||||||||||
9 | enforcement services; | ||||||||||||||||||||||||
10 | (2) promote transparency in law enforcement interaction | ||||||||||||||||||||||||
11 | with the public; | ||||||||||||||||||||||||
12 | (3) enhance use of force reporting and review procedures; | ||||||||||||||||||||||||
13 | and | ||||||||||||||||||||||||
14 | (4) enhance law enforcement officer training and | ||||||||||||||||||||||||
15 | sensitivity in the use of force in order to prevent or stop | ||||||||||||||||||||||||
16 | illegal or inappropriate use of force.

17 | Section 10. Task Force on Police Use of Force; composition. | ||||||||||||||||||||||||
18 | (a)
There is created the Task Force on Police Use of Force | ||||||||||||||||||||||||
19 | (hereinafter the Task Force) composed of the following members: | ||||||||||||||||||||||||
20 | (1) one member appointed by the Governor who shall | ||||||||||||||||||||||||
21 | serve as Chairperson; | ||||||||||||||||||||||||
22 | (2) 2 members of the House of Representatives appointed |

of Representatives; | ||||||
2 | (3) 2 members of the House of Representatives appointed | ||||||
3 | by the Minority Leader of the House
of Representatives; | ||||||
4 | (4) 2 members of the Senate appointed by the President | ||||||
5 | of the Senate; | ||||||
6 | (5) 2 members of the Senate appointed by the Minority | ||||||
7 | Leader of the Senate; and | ||||||
8 | (6) one member appointed by the Executive Director of | ||||||
9 | the Illinois Law Enforcement Training Standards Board. | ||||||
