Bill Title: Amends the Illinois Income Tax Act. Provides that the income tax checkoff for the U.S.S. Illinois Commissioning Fund applies for taxable years ending on or after December 31, 2015 (instead of December 31, 2014) and ending on or before December 31, 2017 (instead of December 31, 2016). Provides that the Section creating the checkoff is repealed on December 31, 2018 (instead of December 31, 2017). Effective immediately.

1 | AN ACT concerning revenue.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Income Tax Act is amended by | ||||||||||||||||||||||||
5 | changing Section 507EEE as follows:
| ||||||||||||||||||||||||
6 | (35 ILCS 5/507EEE) | ||||||||||||||||||||||||
7 | (Section scheduled to be repealed on December 31, 2017) | ||||||||||||||||||||||||
8 | Sec. 507EEE. U.S.S. Illinois Commissioning Fund checkoff. | ||||||||||||||||||||||||
9 | For taxable
years ending on or after December 31, 2015 December | ||||||||||||||||||||||||
10 | 31, 2014 and ending on or before December 31, 2017 December 31, | ||||||||||||||||||||||||
11 | 2016 , the Department must
print on its standard individual | ||||||||||||||||||||||||
12 | income tax form a provision
(i) indicating that if the taxpayer | ||||||||||||||||||||||||
13 | wishes to contribute to the
U.S.S. Illinois Commissioning Fund, | ||||||||||||||||||||||||
14 | a special fund created in the State treasury, for the purpose | ||||||||||||||||||||||||
15 | of donating to the U.S.S. Illinois Commissioning Committee, as | ||||||||||||||||||||||||
16 | authorized by this amendatory Act of
the 99th General Assembly, | ||||||||||||||||||||||||
17 | he or she may do so by stating the
amount of the contribution | ||||||||||||||||||||||||
18 | (not less than $1) on the return and
(ii) stating that the | ||||||||||||||||||||||||
19 | contribution will reduce the taxpayer's refund or
increase the | ||||||||||||||||||||||||
20 | amount of payment to accompany the return. Failure
to remit any | ||||||||||||||||||||||||
21 | amount of increased payment shall reduce the
contribution | ||||||||||||||||||||||||
22 | accordingly. Notwithstanding any other provision of law, | ||||||||||||||||||||||||
23 | moneys deposited into the U.S.S. Illinois Commissioning Fund |

1 | from contributions under this Section shall be used by the | ||||||
2 | Department of Military Affairs to make grants to the U.S.S. | ||||||
3 | Illinois Commissioning Committee. This Section does not apply | ||||||
4 | to any
amended return. | ||||||
5 | This Section is repealed on December 31, 2018 December 31, | ||||||
6 | 2017 .
