Bill Title: Amends the Higher Education Student Assistance Act. In a Section concerning a police officer or fire officer survivor grant, provides that, with respect to disabled police and fire officers, natural children need not be born before the disability occurred in order to receive the grant. Effective immediately.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Higher Education Student Assistance Act is | ||||||
5 | amended by changing Sections 55 and 60 as follows:
| ||||||
6 | (110 ILCS 947/55)
| ||||||
7 | Sec. 55. Police officer or fire officer survivor grant. | ||||||
8 | Grants shall be
provided for any spouse, natural child, legally | ||||||
9 | adopted child, or child in
the legal custody of police officers | ||||||
10 | and fire officers who are killed or who become a person with a | ||||||
11 | permanent disability with 90% to 100% disability in the line of | ||||||
12 | duty while employed by, or
in the voluntary service of, this | ||||||
13 | State or any local public entity in this
State. Beneficiaries | ||||||
14 | need not be Illinois residents at the time of enrollment
in | ||||||
15 | order to receive this grant. With respect to disabled police | ||||||
16 | and fire officers, children need not to be born, legally | ||||||
17 | adopted, or in the legal custody of the officer before the | ||||||
18 | disability occurred in order to receive this grant. | ||||||
19 | Beneficiaries are entitled to 8 semesters or
12 quarters of | ||||||
20 | full payment of tuition and mandatory fees at any
| ||||||
21 | State-sponsored Illinois institution of higher learning for | ||||||
22 | either full or
part-time study, or the equivalent of 8 | ||||||
23 | semesters or 12 quarters of payment
of
tuition and
mandatory |

1 | fees at the rate established by the Commission for private
| ||||||
2 | institutions in the State of Illinois, provided the recipient | ||||||
3 | is maintaining
satisfactory academic progress. This benefit | ||||||
4 | may be used for undergraduate or
graduate study. The benefits | ||||||
5 | of this Section shall be administered by and paid
out of funds | ||||||
6 | available to the Commission and shall accrue to the bona fide
| ||||||
7 | applicant without the requirement of demonstrating financial | ||||||
8 | need to qualify
for those benefits.

11 | Sec. 60.
Grants for dependents of Department of Corrections | ||||||
12 | employees who are killed
or who become a person with a | ||||||
13 | permanent disability in the line of duty. Any spouse, natural | ||||||
14 | child, legally
adopted child, or child in the legal custody of | ||||||
15 | an employee of the Department
of Corrections who is assigned to | ||||||
16 | a security position with the Department with
responsibility for | ||||||
17 | inmates of any correctional institution under the
jurisdiction | ||||||
18 | of the Department and who is killed or who becomes a person | ||||||
19 | with a permanent disability with
90% to 100% disability in the | ||||||
20 | line of duty is entitled to 8 semesters or 12
quarters of full | ||||||
21 | payment of tuition and mandatory fees at any State-supported
| ||||||
22 | Illinois institution of higher learning for either full or | ||||||
23 | part-time study, or
the equivalent of 8 semesters or 12 | ||||||
24 | quarters of payment of tuition and
mandatory fees at the rate
| ||||||
25 | established by the Commission for private institutions in the |

1 | State of
Illinois, provided the recipient is maintaining | ||||||
