Bill Title: Creates the Accountability in Higher Education Act. Requires public universities in this State to develop annual academic, financial, and enrollment plans that outline (i) tuition and fee estimates, (ii) enrollment projections, (iii) how to meet State policy objectives, and (iv) accepting a number of accountability measures, including meeting benchmarks related to accessibility and affordability. Requires public universities to commit themselves formally to meeting specified State policy objectives. Requires the Board of Higher Education to be responsible for developing performance indicators to measure whether public universities in this State are meeting State policy objectives. Effective immediately.

1 | AN ACT concerning education.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||||||||||||||||||||
5 | Accountability in Higher Education Act.
| ||||||||||||||||||||||||
6 | Section 5. Annual plans.
| ||||||||||||||||||||||||
7 | (a) Public universities in this State shall develop annual | ||||||||||||||||||||||||
8 | academic, financial, and enrollment plans that outline all of | ||||||||||||||||||||||||
9 | the following: | ||||||||||||||||||||||||
10 | (1) Tuition and fee estimates. | ||||||||||||||||||||||||
11 | (2) Enrollment projections. | ||||||||||||||||||||||||
12 | (3) How to meet State policy objectives under Section | ||||||||||||||||||||||||
13 | 10 of this Act. | ||||||||||||||||||||||||
14 | (4) Accepting a number of accountability measures, | ||||||||||||||||||||||||
15 | including meeting benchmarks related to accessibility and | ||||||||||||||||||||||||
16 | affordability. | ||||||||||||||||||||||||
17 | (b) These plans must be submitted to the Board of Higher | ||||||||||||||||||||||||
18 | Education no later than June 30th of each year and must be | ||||||||||||||||||||||||
19 | reviewed by the Board for recommendations to be made each year | ||||||||||||||||||||||||
20 | at one of the Board's regularly scheduled meetings.

21 | Section 10. State policy objectives. Public universities | ||||||||||||||||||||||||
22 | in this State must commit themselves formally to meeting the |

1 | following State policy objectives: | ||||||
2 | (1) Providing access to higher education, including | ||||||
3 | meeting enrollment demand. | ||||||
4 | (2) Providing a broad range of academic programs. | ||||||
5 | (3) Maintaining high academic standards. | ||||||
6 | (4) Improving student retention and progress toward | ||||||
7 | timely graduation. | ||||||
8 | (5) Developing uniform articulation agreements with | ||||||
9 | public community colleges. | ||||||
10 | (6) Stimulating economic development. | ||||||
11 | (7) If appropriate, increasing externally funded | ||||||
12 | research and improving technology transfer. | ||||||
13 | (8) Actively working with grades kindergarten through | ||||||
14 | 12 to improve student achievement. | ||||||
15 | (9) Meeting financial and administrative management | ||||||
16 | standards. | ||||||
17 | (10) Making enrollment affordable, regardless of | ||||||
18 | income.

19 | Section 15. Performance indicators. The Board of Higher | ||||||
20 | Education shall be responsible for developing performance | ||||||
21 | indicators to measure whether public universities in this State | ||||||
22 | are meeting State policy objectives under Section 10 of this | ||||||
23 | Act.

24 | Section 99. Effective date. This Act takes effect upon | ||||||
25 | becoming law.
