Bill Title: Amends the Video Gaming Act. Requires that by January 1, 2022, video gaming terminals shall include a mechanism into which a player must insert his or her driver's license to check the identity of the player against the Illinois Gaming Board's self-exclusion list and not let the player participate if the player is on the list. Requires the Illinois Gaming Board to adopt rules by January 1, 2021. Effective immediately.

AN ACT concerning gaming.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Video Gaming Act is amended by adding
Section 23 as follows:
(230 ILCS 40/23 new)
Sec. 23. Video gaming terminal restrictions for
self-exclusion list.
(a) By January 1, 2022, a video gaming terminal shall
include a mechanism into which a player must insert his or her
driver's license that shall check the identity of the player
against the Board's self-exclusion list and not let the player
participate if the player is on the list.
(b) The Board shall adopt rules to administer the
provisions of this Section on or before January 1, 2021.
Section 99. Effective date. This Act takes effect upon
becoming law.
