Bill Title: Amends the Civil Administrative Code of Illinois and the State Fire Marshal Act. Provides that each director of a department that issues an occupational or professional license and the State Fire Marshal are authorized to issue an expedited temporary occupational or professional license to a service member and the spouse of an active duty member of the Armed Forces of the United States. Provides that the temporary occupational or professional license shall be valid for 6 months after the date of issuance. Sets forth application requirements. Amends the School Code. Excludes service members and spouses of active duty members of the Armed Forces of the United States from the additional requirement that after January 1, 1988, an applicant for a corresponding teaching certificate in this State also shall be required to pass certain examinations.

4 | "Section 5. The Civil Administrative Code of Illinois is | ||||||
5 | amended by adding Section 5-715 as follows:

6 | (20 ILCS 5/5-715 new) | ||||||
7 | Sec. 5-715. Expedited temporary licensure for service | ||||||
8 | members and spouses. | ||||||
9 | (a) In this Section, "service member" means any person who | ||||||
10 | serves or has served in the United States Armed Forces or any | ||||||
11 | reserve component of the United States Armed Forces or the | ||||||
12 | National Guard of any state, commonwealth, or territory of the | ||||||
13 | United States or the District of Columbia. | ||||||
14 | (b) Each director of a department that issues an | ||||||
15 | occupational or professional license is authorized to issue an | ||||||
16 | expedited temporary occupational or professional license, |

1 | other than a license for a physician under the Medical Practice | ||||||
2 | Act of 1987 or a license for a dentist under the Illinois | ||||||
3 | Dental Practice Act, to a service member. The temporary | ||||||
4 | occupational or professional license shall be valid for 6 | ||||||
5 | months after the date of issuance. The service member shall | ||||||
6 | apply to the department in the format prescribed by the | ||||||
7 | department. An application must include proof that: | ||||||
8 | (1) the applicant is a service member; | ||||||
9 | (2) the applicant holds a valid license for the | ||||||
10 | occupation or profession issued by another state, | ||||||
11 | commonwealth, possession, or territory of the United | ||||||
12 | States, the District of Columbia, or any foreign | ||||||
13 | jurisdiction; | ||||||
14 | (3) the applicant is assigned to a duty station in this | ||||||
15 | State or has established legal residence in this State; and | ||||||
16 | (4) a complete set of the applicant's fingerprints has | ||||||
17 | been submitted to the Department of State Police for | ||||||
18 | statewide and national criminal history checks. | ||||||
19 | (c) Each director of a department that issues an | ||||||
20 | occupational or professional license is authorized to issue an | ||||||
21 | expedited temporary occupational or professional license, | ||||||
22 | other than a license for a physician under the Medical Practice | ||||||
23 | Act of 1987 or a license for a dentist under the Illinois | ||||||

16 | (d) A department may adopt any rules necessary for the | ||||||
17 | implementation and administration of this Section.

18 | Section 10. The State Fire Marshal Act is amended by adding | ||||||
19 | Section 5 as follows:

23 | (a) In this Section, "service member" means any person who | ||||||
