Bill Title: Amends the Illinois Vehicle Code. Provides that no person shall engage in street sideshows on any street or highway of the State. Provides that a person may not knowingly cause the movement of traffic to slow or stop for the purpose of facilitating street racing or a street sideshow. Provides that any person convicted of a violation of the new provisions is guilty of: a Class A misdemeanor for the first offense and is subject to a minimum fine of $250; and a Class 4 felony for a second or subsequent offense and is subject to a minimum fine of $500. Makes conforming changes.

SYNOPSIS AS INTRODUCED:
625 ILCS 5/11-711 from Ch. 95 1/2, par. 11-711

Amends the Illinois Vehicle Code. Provides that a person may not knowingly operate a vehicle in a manner that impedes, blocks, obstructs, or otherwise interferes with the movement of another driver or operator upon an expressway or controlled access highway. Provides that a person who violates the new provisions commits a Class A misdemeanor.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5changing Section 11-711 as follows:
6 (625 ILCS 5/11-711) (from Ch. 95 1/2, par. 11-711)
7 Sec. 11-711. Restrictions on use of controlled access
8highway.
9 (a) No person may drive a vehicle onto or from any
10controlled access highway except at entrances and exits
11established by public authority.
12 (b) The Department with respect to any controlled access
13highway under its jurisdiction may prohibit the use of any
14such highways by pedestrians (except in authorized areas or
15facilities), bicycles, farm tractors, implements of husbandry,
16funeral processions, and any vehicle unable to maintain the
17minimum speed for which the highway is posted, or other
18non-motorized traffic or by any person operating a motor
19driven cycle. The Department may also prohibit the use of such
20highway to school buses picking up and discharging children
21and mail delivery vehicles picking up or delivering mail. The
22Department shall erect and maintain official signs on the
23controlled access highway on which such prohibitions are

1applicable and when so erected no person may disobey the
2restrictions stated on such sign.
3 (c) A person may not knowingly operate a vehicle in a
4manner that impedes, blocks, obstructs, or otherwise
5interferes with the movement of another driver or operator
6upon an expressway or controlled access highway. A person who
7violates this subsection is guilty of a Class A misdemeanor.
