Bill Title: Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to conduct a study, subject to appropriations, of Illinois' disease response preparedness, in particular studying the State's preparedness against the Coronavirus. At the request of the Department, requires other State agencies, in particular the Illinois Emergency Management Agency, to support the Department's efforts. Provides that the study shall include specified information. Provides that a report of the Department's findings and any recommendations shall be submitted to the General Assembly on or before December 31, 2020. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Department of Public Health Powers and | |||||||||||||||||||
5 | Duties Law of the
Civil Administrative Code of Illinois is | |||||||||||||||||||
6 | amended by adding Section 2310-258 as follows:
| |||||||||||||||||||
7 | (20 ILCS 2310/2310-258 new) | |||||||||||||||||||
8 | Sec. 2310-258. Coronavirus study. Subject to | |||||||||||||||||||
9 | appropriations, the Department shall conduct an exploratory | |||||||||||||||||||
10 | study on Illinois' disease response preparedness, in | |||||||||||||||||||
11 | particular studying the State's preparedness against the | |||||||||||||||||||
12 | Coronavirus. At the request of the Department, other State | |||||||||||||||||||
13 | agencies, in particular the Illinois Emergency Management | |||||||||||||||||||
14 | Agency, shall support the Department's efforts. The study shall | |||||||||||||||||||
15 | include the following, in addition to any information that the | |||||||||||||||||||
16 | Department deems necessary: | |||||||||||||||||||
17 | (1) what tools Illinois utilizes to prevent and protect | |||||||||||||||||||
18 | against the spread of infectious disease, and how effective | |||||||||||||||||||
19 | those tools are; | |||||||||||||||||||
20 | (2) what tools are available to mitigate the spread of | |||||||||||||||||||
21 | disease if the State experiences a major disease outbreak; | |||||||||||||||||||
22 | (3) what tools the State can use to recover from the | |||||||||||||||||||
23 | spread of a major infectious disease; and |

1 | (4) overall, whether the State is prepared to deal with | ||||||
2 | a major infectious disease outbreak, and, if not, the | ||||||
3 | Department shall provide recommendations to improve | ||||||
4 | Illinois' preparedness. | ||||||
5 | A report of the Department's findings and any | ||||||
6 | recommendations shall be submitted to the General Assembly on | ||||||
7 | or before December 31, 2020.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.
