HOUSE JOINT RESOLUTION
2 WHEREAS, African Americans represent 14.7% of the total
3population of Illinois residents; the unemployment rate for
4African Americans in Illinois is projected to be 13.5%, nearly
5double the rate for the total State population; and
6 WHEREAS, African Americans represent 9.5% of the ownership
7of total Illinois businesses; the total value of State
8contracts awarded to African American-owned businesses in 2013
9was less than 1% of total Central Management Services spending;
10and
11 WHEREAS, Unemployment leads to a decline in communities,
12resulting in foreclosures, abandoned buildings, violence,
13depression, and poverty; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
16SENATE CONCURRING HEREIN, that there is created a Fair
17Practices in Contracting Task Force to:
18 (1) thoroughly survey African American-owned business
19participation in State procurement;
20 (2) research solutions and methods to address the
21disparity in procurement awards; and
22 (3) produce a final report summarizing the task force's

1findings and detailing recommended statutory or constitutional
2strategies to recognize best practices; and be it further
3 RESOLVED, That the Task Force shall consist of the
4following members: 4 members appointed by the Speaker of the
5House, 2 of whom must be State Representatives, and 2 who are
6from Central Management Services, the Illinois Department of
7Transportation, or Illinois Health and Family Services; 4
8members appointed by the President of the Senate, 2 of whom
9must be State Senators, and 2 who are from Central Management
10Services, the Illinois Department of Transportation, or
11Illinois Health and Family Services; and 4 members appointed by
12the Governor, all of whom must be from Central Management
13Services, the Illinois Department of Transportation, or
14Illinois Health and Family Services; and be it further
15 RESOLVED, That the Task Force be appointed and hold its
16first meeting by March 1, 2015; and be it further
17 RESOLVED, That the Department of Central Management
18Services shall assist the Task Force and provide administrative
19support, but shall have no hand in guiding its direction or
20ascertaining its results; and be it further
21 RESOLVED, That the Task Force shall meet quarterly and
22report its findings to the General Assembly and its appropriate

1committees; and be it further
2 RESOLVED, That members of Task Force shall serve without
3compensation; and be it further
4 RESOLVED, That the Task Force shall submit its final report
5to the General Assembly and the Governor, no later than
6December 31, 2015.
