1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, African Americans represent 14.7% of the total | ||||||
3 | population of Illinois
residents; the unemployment rate for | ||||||
4 | African Americans in Illinois is projected to be 13.5%,
nearly | ||||||
5 | double the rate for the total State population; and
| ||||||
6 | WHEREAS, African Americans represent 9.5% of the ownership | ||||||
7 | of total Illinois
businesses; the total value of State | ||||||
8 | contracts awarded to African American-owned businesses in 2013 | ||||||
9 | was less
than 1% of total Central Management Services spending; | ||||||
10 | and
| ||||||
11 | WHEREAS, Unemployment leads to a decline in communities, | ||||||
12 | resulting in
foreclosures, abandoned buildings, violence, | ||||||
13 | depression, and poverty; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
| ||||||
16 | SENATE CONCURRING HEREIN,
that there is created a Fair | ||||||
17 | Practices in Contracting Task Force to: | ||||||
18 | (1) thoroughly survey African American-owned business | ||||||
19 | participation in State procurement; | ||||||
20 | (2) research solutions and methods to address the | ||||||
21 | disparity in procurement awards; and | ||||||
22 | (3) produce a final report summarizing the task force's |

1 | findings and detailing recommended
statutory or constitutional | ||||||
2 | strategies to recognize best practices; and be it further
| ||||||
3 | RESOLVED, That the Task Force shall consist of the | ||||||
4 | following members: 4
members appointed by the Speaker of the | ||||||
5 | House, 2 of whom must be State Representatives, and 2 who are | ||||||
6 | from Central Management Services, the Illinois Department of | ||||||
7 | Transportation, or
Illinois Health and Family Services; 4 | ||||||
8 | members appointed by the President of the
Senate, 2 of whom | ||||||
9 | must be State Senators, and 2 who are from Central Management
| ||||||
10 | Services, the Illinois Department of Transportation, or | ||||||
11 | Illinois Health and Family Services; and 4 members appointed by | ||||||
12 | the Governor, all of whom must be from Central Management | ||||||
13 | Services,
the Illinois Department of Transportation, or | ||||||
14 | Illinois Health and Family Services; and be it further
| ||||||
15 | RESOLVED, That the Task Force be appointed and hold its | ||||||
16 | first meeting by March 1,
2015; and be it further
| ||||||
17 | RESOLVED, That the Department of Central Management | ||||||
18 | Services shall assist the
Task Force and provide administrative | ||||||
19 | support, but shall have no hand in
guiding its direction or | ||||||
20 | ascertaining its results; and be it further
| ||||||
21 | RESOLVED, That the Task Force shall meet quarterly and | ||||||
22 | report its
findings to the General Assembly and its appropriate |

1 | committees; and be it further
| ||||||
2 | RESOLVED, That members of Task Force shall serve without | ||||||
3 | compensation; and be it further
| ||||||
4 | RESOLVED, That the Task Force shall submit its final report | ||||||
5 | to the General Assembly
and the Governor, no later than | ||||||
6 | December 31, 2015.
