2 | WHEREAS, For fiscal year 2010, Governor Quinn spent $28.7 | ||||||
3 | billion in general funds, but received only $27.1 billion in | ||||||
4 | revenues; and

5 | WHEREAS, For fiscal year 2011, Governor Quinn estimates | ||||||
6 | general funds spending to total $33.6 billion while receiving | ||||||
7 | only $30.6 billion in revenues; and
| ||||||
8 | WHEREAS, Governor Quinn's proposed fiscal year 2012 budget | ||||||
9 | estimates general funds spending to total $35.3 billion while | ||||||
10 | receiving only $33.9 billion in revenues; and
| ||||||
11 | WHEREAS, Governor Quinn's proposed fiscal year 2012 budget | ||||||
12 | assumes $5.45 billion in borrowing in order to reduce more than | ||||||
13 | $6 billion in unpaid bills; therefore, be it

14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
16 | we urge the Governor to direct the Directors and Secretaries of | ||||||
17 | the State agencies under the control of the Governor's Office | ||||||
18 | to provide a report to each legislative caucus with their | ||||||
19 | recommendations to reduce the fiscal year 2011 general funds | ||||||
20 | spending by 10% for fiscal year 2012; and be it further

1 | RESOLVED, That the reports shall be provided to each | ||||||
2 | legislative caucus by April 15, 2011, and the agencies shall | ||||||
3 | make recommendations that least affect programs that serve the | ||||||
4 | most vulnerable citizens of the State and that least affect the | ||||||
5 | public safety; and be it further
| ||||||
6 | RESOLVED, That the agencies directed to make these reports | ||||||
7 | shall include, but are not limited to, the following: the | ||||||
8 | Department on Aging, the Department of Agriculture, the | ||||||
9 | Department of Central Management Services, the Department of | ||||||
10 | Children and Family Services, the Department of Commerce and | ||||||
11 | Economic Opportunity, the Department of Natural Resources, the | ||||||
12 | Department of Corrections, the Department of Employment | ||||||
13 | Security, the Department of Human Rights, the Department of | ||||||
14 | Human Services, the Department of Juvenile Justice, the | ||||||
15 | Department of Labor, the Department of Military Affairs, the | ||||||
16 | Department of Healthcare and Family Services, the Department of | ||||||
17 | Public Health, the Department of Revenue, the Department of | ||||||
18 | State Police, the Department of Transportation, the Illinois | ||||||
19 | Arts Council, and the Illinois Historic Preservation Agency; | ||||||
20 | and be it further

21 | RESOLVED, That suitable copies of this resolution be | ||||||
22 | delivered to Governor Pat Quinn and to the Director or | ||||||
23 | Secretary of each State agency under the control of the | ||||||
24 | Governor's Office.
