HOUSE RESOLUTION
2 WHEREAS, For fiscal year 2010, Governor Quinn spent $28.7
3billion in general funds, but received only $27.1 billion in
4revenues; and
5 WHEREAS, For fiscal year 2011, Governor Quinn estimates
6general funds spending to total $33.6 billion while receiving
7only $30.6 billion in revenues; and
8 WHEREAS, Governor Quinn's proposed fiscal year 2012 budget
9estimates general funds spending to total $35.3 billion while
10receiving only $33.9 billion in revenues; and
11 WHEREAS, Governor Quinn's proposed fiscal year 2012 budget
12assumes $5.45 billion in borrowing in order to reduce more than
13$6 billion in unpaid bills; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16we urge the Governor to direct the Directors and Secretaries of
17the State agencies under the control of the Governor's Office
18to provide a report to each legislative caucus with their
19recommendations to reduce the fiscal year 2011 general funds
20spending by 10% for fiscal year 2012; and be it further

1 RESOLVED, That the reports shall be provided to each
2legislative caucus by April 15, 2011, and the agencies shall
3make recommendations that least affect programs that serve the
4most vulnerable citizens of the State and that least affect the
5public safety; and be it further
6 RESOLVED, That the agencies directed to make these reports
7shall include, but are not limited to, the following: the
8Department on Aging, the Department of Agriculture, the
9Department of Central Management Services, the Department of
10Children and Family Services, the Department of Commerce and
11Economic Opportunity, the Department of Natural Resources, the
12Department of Corrections, the Department of Employment
13Security, the Department of Human Rights, the Department of
14Human Services, the Department of Juvenile Justice, the
15Department of Labor, the Department of Military Affairs, the
16Department of Healthcare and Family Services, the Department of
17Public Health, the Department of Revenue, the Department of
18State Police, the Department of Transportation, the Illinois
19Arts Council, and the Illinois Historic Preservation Agency;
20and be it further
21 RESOLVED, That suitable copies of this resolution be
22delivered to Governor Pat Quinn and to the Director or
23Secretary of each State agency under the control of the
24Governor's Office.
