1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, October is nationally recognized as Breast Cancer | ||||||
3 | Awareness Month; and
| ||||||
4 | WHEREAS, Breast cancer is the most common type of cancer | ||||||
5 | among women in the world and the second leading cause of cancer | ||||||
6 | death among women in the United States; and
| ||||||
7 | WHEREAS, More than one in eight women and one in 833 men in | ||||||
8 | the United States will be diagnosed with breast cancer in | ||||||
9 | their lifetimes; and
| ||||||
10 | WHEREAS, In 2023, an estimated 300,590 Americans will be | ||||||
11 | diagnosed with invasive breast cancer; and
| ||||||
12 | WHEREAS, Metastatic breast cancer (MBC) occurs when breast | ||||||
13 | cancer spreads to other parts of the body, including the | ||||||
14 | bones, lungs, liver, and brain, and has an average life | ||||||
15 | expectancy of 24 to 36 months; and
| ||||||
16 | WHEREAS, Regardless of early detection, approximately 30% | ||||||
17 | of stage 0 to stage III breast cancers will return as stage IV; | ||||||
18 | and
| ||||||
19 | WHEREAS, An estimated 43,700 Americans will die from |
| |||||||
| |||||||
1 | breast cancer in 2023, equal to 115 women and men per day, with | ||||||
2 | 98% due to metastatic breast cancer; and
| ||||||
3 | WHEREAS, Metastatic breast cancer affects all races and | ||||||
4 | socioeconomic classes; and
| ||||||
5 | WHEREAS, While Caucasian women see slightly higher | ||||||
6 | incidence rates of breast cancer, the mortality rate for Black | ||||||
7 | women with breast cancer is 41 percent higher than that of | ||||||
8 | Caucasian women, and breast cancer is the leading cause of | ||||||
9 | cancer-related death for Hispanic women; and
| ||||||
10 | WHEREAS, METAvivor Research and Support, a national | ||||||
11 | organization, funds critical stage IV metastatic breast cancer | ||||||
12 | research and educates the public about metastatic breast | ||||||
13 | cancer and the lack of funding for stage IV treatment; and
| ||||||
14 | WHEREAS, METAvivor aims to dramatically increase the | ||||||
15 | current percentage of breast cancer research dollars from | ||||||
16 | under 5% to 30% per already metastasized patients; and
| ||||||
17 | WHEREAS, The national hashtags for this initiative on | ||||||
18 | social media fall under #METAvivor and #LightUpMBC; and
| ||||||
19 | WHEREAS, There is a global #LightUpMBC campaign on October | ||||||
20 | 13 every year to illuminate 115 landmarks around the world in |

1 | the metastatic colors of teal, pink, and green to bring | ||||||
2 | awareness to the disease and to honor the daily number of 115 | ||||||
3 | lives lost to MBC; and
| ||||||
4 | WHEREAS, While the pink ribbon is well-known for | ||||||
5 | representing the fight against early stage breast cancer, it | ||||||
6 | is not inclusive of stage IV; therefore, the metastatic breast | ||||||
7 | cancer awareness tri-color ribbon includes teal to portray | ||||||
8 | healing and spirituality, green for the triumph of spring over | ||||||
9 | winter, life over death, renewal, hope, and immortality, and a | ||||||
10 | thin pink overlay to signify that the cancer originated in the | ||||||
11 | breast; and
| ||||||
12 | WHEREAS, The day will culminate in a virtual broadcast, | ||||||
13 | #LightUpMBC Live, to commemorate landmarks lighting around the | ||||||
14 | world, to share inspiring stories by the metastatic breast | ||||||
15 | cancer community, and to raise research funds; therefore, be | ||||||
16 | it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we declare October 13, 2023 as Metastatic Breast Cancer | ||||||
20 | Awareness Day in the State of Illinois; and be it further
| ||||||
21 | RESOLVED That we recognize the METAvivor #LightUpMBC | ||||||
22 | national campaign; and be it further

1 | RESOLVED, That we encourage citizens to join the national | ||||||
2 | effort towards awareness of metastatic breast cancer during | ||||||
3 | October through METAvivor; and be it further
| ||||||
4 | RESOLVED, That a suitable copy of this resolution be | ||||||
5 | presented to METAvivor with our sincere appreciation for their | ||||||
6 | efforts to address breast cancer.
