HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives were saddened to learn of the death of Harlow
4"Bud" Swartout Jr., who passed away on November 20, 2017; and
5 WHEREAS, Bud Swartout was born in Galesburg to Harlow
6"Jerry" Sr. and Florence (Hawkins) Swartout on October 28,
71927; he graduated from Galesburg High School, where he played
8football, wrestled, and competed in track and field; he earned
9a college football scholarship to Drake University in Des
10Moines, Iowa; and
11 WHEREAS, Bud Swartout attended Drake University until he
12was drafted during World War II and served his country with
13pride as a member of the U.S. Army; upon being discharged from
14military service, he attended Illinois State University, where
15he earned a bachelor's and master's degree; and
16 WHEREAS, Bud Swartout married JoAnn Sterling in 1951; they
17were parents to children Jerry, Montana, and Nancy and
18grandparents to seven grandchildren and two
19great-grandchildren; and
20 WHEREAS, Bud Swartout began teaching and coaching in the
21small town of Fisher in 1951; he relocated to Woodstock in

11954, where he taught science, served as an assistant football,
2basketball, and track coach, and volunteered in a variety of
3other roles until well beyond his retirement from the classroom
4in 1991; and
5 WHEREAS, Bud Swartout earned the name "Bio Bud" for
6instilling a love and respect for biology and science in the
7students he taught; and
8 WHEREAS, Bud Swartout continued to volunteer and coach
9after retirement, eventually serving as an assistant football
10coach under five coaches, including Bob Bradshaw who brought
11the Woodstock Blue Streaks their first state championship in
121983; and
13 WHEREAS, Bud Swartout volunteered for over 50 years as the
14scorekeeper for countless wrestling matches at the high school;
15he also lined the football field and taped ankles for athletes;
16and
17 WHEREAS, Bud Swartout volunteered in the activities
18department at the Valley Hi Nursing Home in McHenry County two
19mornings each week for over 20 years, adapting activities so
20that all Valley Hi residents, including those in wheelchairs,
21could participate in a variety of fun activities; and

1 WHEREAS, Shortly after his retirement, a special award was
2established in Bud Swartout's name to honor senior student
3athletes who participated in three sports during each of their
4four years of high school; and
5 WHEREAS, In 1995, the COACHES Scholarship (Competition,
6Optimism, Attitude, Citizenship, Honesty, Effort and
7Sportsmanship) bearing Bud Swartout's name was created and
8continues to be awarded annually to the student athlete who
9most exemplifies the pillars of character taught by Bud in the
10classroom and on the athletic playing field; and
11 WHEREAS, Bud Swartout was elected to the Illinois High
12School Football Coaches Association in 1995 and the Woodstock
13High School Athletics Hall of Fame in 1996; the press box on
14the Woodstock High School football field is named in his honor;
15and
16 WHEREAS, In 2011, the District 200 Education Foundation
17presented its first-ever Award of Excellence to Bud Swartout
18for exemplary service to the students of Woodstock School
19District 200; and
20 WHEREAS, Bud Swartout lived an exemplary life filled with
21positive energy, a competitive spirit, enthusiasm, and
22kindness which had a positive impact on the lives of thousands

1of students over six decades through service to youth that
2spanned generations; and
3 WHEREAS, The surviving children, grandchildren, and
4great-grandchildren of Bud Swartout can be proud of the legacy
5and lasting impact their father, grandfather, and
6great-grandfather had on the greater Woodstock community;
7therefore, be it
8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10mourn the passing of Harlow "Bud" Swartout Jr., and extend our
11sincere condolences to his family, friends, and all who knew
12and loved him; and be it further
13 RESOLVED, That a suitable copy of this resolution be
14presented to the family of Bud Swartout as an expression of our
15appreciation of his service to District 200 children, and of
16our deepest sympathy.
