HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Mark A. Pfister on the
4occasion of his retirement as executive director of the Lake
5County Health Department and Community Health Center
6(LCHD/CHC); and
7 WHEREAS, Mark Pfister received his Bachelor of Arts in
8Biology, Environmental Science, and Psychology from Augustana
9College in May 1986 and his Master of Science in Energy and
10Sustainability, specializing in Limnology and Environmental
11Science, from Indiana University School of Public and
12Environmental Affairs in August 1991; he is currently a
13doctoral candidate at the University of Illinois Chicago
14School of Public Health; and
15 WHEREAS, Mark Pfister has served as a public health
16professional and ecologist for LCHD/CHC since 1991, initially
17working as an aquatic biologist and the coordinator of the
18Lakes Management Program under the LCHD/CHC's Environmental
19Health Services (EHS) until 2005; he proceeded to serve as
20associate director of EHS from 2005 to 2009 and then as its
21interim director from 2009 to 2010; he became director of
22Prevention and Population Health Services in 2010, holding
23that position until he was named interim executive director of

1LCHD/CHC in 2016; and
2 WHEREAS, Mark Pfister has served as executive director of
3LCHD/CHC since January 2017; during his tenure, he led over 60
4separately funded public health, behavioral health, and
5medical programs performed by approximately 1,000 employees at
6over 20 locations in Lake County while maintaining fiscal
7responsibility over several multimillion-dollar budgets; he
8reorganized and centralized quality improvement,
9organizational development, finance, grant management, and
10public health informatics, and he restructured the agency
11quality management system; he revamped the LCHD/CHC strategic
12planning process and required alignment to the Lake County
13community health improvement plan and proposed changes to the
14agency vision and mission to address the social determinants
15of health and promote a health equity lens; he also worked
16tirelessly during the COVID-19 pandemic to ensure the safety
17and care of all residents of Lake County; and
18 WHEREAS, Mark Pfister belongs to several organizations,
19including as the policy and legislative chair and a past
20executive council member of the Illinois Public Health
21Association and as a board member of the Illinois Primary
22Healthcare Association and the Northern Illinois Public Health
23Consortium; he is also a member of the American Public Health
24Association; and

1 WHEREAS, Mark Pfister will retire from LCHD/CHC after more
2than 30 years of service on September 1, 2024; therefore, be it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we congratulate Mark Pfister on his retirement as executive
6director of the Lake County Health Department and Community
7Health Center, and we thank him for his commitment and
8dedication to the community and the State of Illinois; and be
