2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Mark A. Pfister on the | ||||||
4 | occasion of his retirement as executive director of the Lake | ||||||
5 | County Health Department and Community Health Center | ||||||
6 | (LCHD/CHC); and
| ||||||
7 | WHEREAS, Mark Pfister received his Bachelor of Arts in | ||||||
8 | Biology, Environmental Science, and Psychology from Augustana | ||||||
9 | College in May 1986 and his Master of Science in Energy and | ||||||
10 | Sustainability, specializing in Limnology and Environmental | ||||||
11 | Science, from Indiana University School of Public and | ||||||
12 | Environmental Affairs in August 1991; he is currently a | ||||||
13 | doctoral candidate at the University of Illinois Chicago | ||||||
14 | School of Public Health; and

15 | WHEREAS, Mark Pfister has served as a public health | ||||||
16 | professional and ecologist for LCHD/CHC since 1991, initially | ||||||
17 | working as an aquatic biologist and the coordinator of the | ||||||
18 | Lakes Management Program under the LCHD/CHC's Environmental | ||||||
19 | Health Services (EHS) until 2005; he proceeded to serve as | ||||||
20 | associate director of EHS from 2005 to 2009 and then as its | ||||||
21 | interim director from 2009 to 2010; he became director of | ||||||
22 | Prevention and Population Health Services in 2010, holding | ||||||
23 | that position until he was named interim executive director of |

1 | LCHD/CHC in 2016; and

2 | WHEREAS, Mark Pfister has served as executive director of | ||||||
3 | LCHD/CHC since January 2017; during his tenure, he led over 60 | ||||||
4 | separately funded public health, behavioral health, and | ||||||
5 | medical programs performed by approximately 1,000 employees at | ||||||
6 | over 20 locations in Lake County while maintaining fiscal | ||||||
7 | responsibility over several multimillion-dollar budgets; he | ||||||
8 | reorganized and centralized quality improvement, | ||||||
9 | organizational development, finance, grant management, and | ||||||
10 | public health informatics, and he restructured the agency | ||||||
11 | quality management system; he revamped the LCHD/CHC strategic | ||||||
12 | planning process and required alignment to the Lake County | ||||||
13 | community health improvement plan and proposed changes to the | ||||||
14 | agency vision and mission to address the social determinants | ||||||
15 | of health and promote a health equity lens; he also worked | ||||||
16 | tirelessly during the COVID-19 pandemic to ensure the safety | ||||||
17 | and care of all residents of Lake County; and

18 | WHEREAS, Mark Pfister belongs to several organizations, | ||||||
19 | including as the policy and legislative chair and a past | ||||||
20 | executive council member of the Illinois Public Health | ||||||
21 | Association and as a board member of the Illinois Primary | ||||||
22 | Healthcare Association and the Northern Illinois Public Health | ||||||
23 | Consortium; he is also a member of the American Public Health | ||||||
24 | Association; and

1 | WHEREAS, Mark Pfister will retire from LCHD/CHC after more | ||||||
2 | than 30 years of service on September 1, 2024; therefore, be it

3 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
4 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
5 | we congratulate Mark Pfister on his retirement as executive | ||||||
6 | director of the Lake County Health Department and Community | ||||||
7 | Health Center, and we thank him for his commitment and | ||||||
8 | dedication to the community and the State of Illinois; and be | ||||||
