1 | AN ACT concerning government.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Illinois Complete Count Commission Act .
| ||||||
6 | Section 5. Commission; members; meetings. | ||||||
7 | (a) The Illinois Complete Count Commission is created, | ||||||
8 | which shall consist of the following members: | ||||||
9 | (1) the President of the Senate or his or her designee; | ||||||
10 | (2) the Speaker of the House of Representatives or his | ||||||
11 | or her designee; | ||||||
12 | (3) the Minority Leader of the Senate or his or her | ||||||
13 | designee; | ||||||
14 | (4) the Minority Leader of the House of Representatives | ||||||
15 | or his or her designee; | ||||||
16 | (5) the Mayor of Chicago or his or her designee; | ||||||
17 | (6) the Governor or his or her designee; | ||||||
18 | (7) the Secretary of State or his or her designee; | ||||||
19 | (8) the President of the Cook County Board or his or | ||||||
20 | her designee; | ||||||
21 | (9) three individuals representing units of local | ||||||
22 | government outside of the City of Chicago, reflecting the | ||||||
23 | geographic diversity of the State, appointed by the |

2 | (10) four individuals representing units of local | ||||||
3 | government outside of the City of Chicago, reflecting the | ||||||
4 | geographic diversity of the State, appointed by the | ||||||
5 | Governor; | ||||||
6 | (11) one representative each from four different | ||||||
7 | organizations representing the interests of minorities in | ||||||
8 | the State appointed by the Secretary of State; and | ||||||
9 | (12) one representative each from three different | ||||||
10 | organizations representing the interests of business in | ||||||
11 | the State, including one organization representing | ||||||
12 | minority business interests appointed by the Governor.
| ||||||
13 | (b) Members shall serve at the pleasure of their respective | ||||||
14 | appointing official and vacancies shall be filled in the same | ||||||
15 | manner as the initial appointment. | ||||||
16 | (c) The Secretary of State shall serve as chairperson of | ||||||
17 | the Commission. The Commission shall meet at the call of the | ||||||
18 | chair or upon request of any 10 members of the Commission.

19 | Section 10. Expenses; Director; Assistant Director. | ||||||
20 | (a) Members of the Commission shall receive no | ||||||
21 | compensation, but may be reimbursed for expenses incurred in | ||||||
22 | the course of their service to the Commission out of any moneys | ||||||
23 | available for that purpose. | ||||||
24 | (b) The Commission may employ a Director and Assistant | ||||||
25 | Director upon a two-thirds vote of the full membership of the |

1 | Commission. The Director and Assistant Director may be | ||||||
2 | compensated from moneys appropriated or available for that | ||||||
3 | purpose.

4 | Section 15. Duties. | ||||||
5 | (a) The Commission shall develop, recommend, and assist in | ||||||
6 | the administration of a census outreach strategy to encourage | ||||||
7 | full participation in the 2020 federal decennial census of | ||||||
8 | population required by Section 141 of Title 13 of the United | ||||||
9 | States Code. | ||||||
10 | (b) The census outreach strategy shall include, but not be | ||||||
11 | limited to, State agency initiatives to encourage | ||||||
12 | participation in the 2020 Census, the establishment and support | ||||||
13 | of school-based outreach programs, partnerships with | ||||||
14 | non-profit community-based organizations, and a multi-lingual, | ||||||
15 | multi-media campaign designed to ensure an accurate and | ||||||
16 | complete count of Illinois' population. | ||||||
17 | (c) To assist in carrying out its duties, the Commission | ||||||
18 | may create and appoint subcommittees as it deems appropriate | ||||||
19 | and shall solicit participation from relevant experts and | ||||||
20 | practitioners involved in census issues.

21 | Section 20. Coordination; support. | ||||||
22 | (a) The Illinois Complete Count Commission outreach | ||||||
23 | strategy shall be coordinated through the Office of the | ||||||
24 | Secretary of State which shall provide administrative support |

1 | to the Commission and coordinate with all State agencies and | ||||||
2 | constitutional officers, as well as units of local government, | ||||||
3 | to identify effective methods of outreach to Illinoisans and to | ||||||
4 | provide resources to ensure the outreach program is successful | ||||||
5 | and that all Illinoisans are counted. | ||||||
6 | (b) All State agencies shall inform the Office of the | ||||||
7 | Secretary of State of their designated census coordinator and | ||||||
8 | cooperate with the Commission and provide support to the | ||||||
9 | Commission. For the purposes of this Section, "State agencies" | ||||||
10 | means any executive agency or department directly responsible | ||||||
11 | to the Governor. Other entities of State government, including | ||||||
12 | other constitutional officers, the offices of the legislative | ||||||
13 | and judicial branches, and units of local government shall | ||||||
14 | cooperate and provide all reasonable assistance to the | ||||||
15 | Commission.
| ||||||
16 | Section 25. Reports. | ||||||
17 | The Commission shall submit an interim report to the | ||||||
18 | General Assembly by November 30, 2018, containing its | ||||||
19 | recommended outreach strategy to encourage full participation | ||||||
20 | and to avoid an undercount in the 2020 Census; thereafter, the | ||||||
21 | Commission shall submit its final report to the General | ||||||
22 | Assembly no later than June 30, 2019, specifying its | ||||||
23 | recommended outreach strategy for implementation for the 2020 | ||||||
24 | Census.

1 | Section 30. Repeal. This Act is repealed on June 30, 2021.
| ||||||
2 | Section 99. Effective date. This Act takes effect upon | ||||||
3 | becoming law.
