Bill Title: Amends the Public Higher Education Act. Provides that, in determining admission to a public institution of higher education, the public institution of higher education may not consider an applicant's legacy status or the applicant's familial relationship to any past, current, or prospective donor of something of value to the public institution of higher education as a factor in admitting the applicant. Effective immediately.

1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. This Act may be referred to as the Admissions | ||||||
5 | Based on Legacy Status or Donor Relation Prevention Law.
| ||||||
6 | Section 5. The Public Higher Education Act is amended by | ||||||
7 | adding Section 15 as follows:

8 | (110 ILCS 167/15 new) | ||||||
9 | Sec. 15. Admission based on legacy status or donor | ||||||
10 | relation prohibited. | ||||||
11 | (a) In this Section: | ||||||
12 | "Alumnus" means a graduate of a public institution of | ||||||
13 | higher education. | ||||||
14 | "Familial relationship" means an individual's father, | ||||||
15 | mother, son, daughter, brother, sister, uncle, aunt, | ||||||
16 | great-aunt, great-uncle, first cousin, nephew, niece, husband, | ||||||
17 | wife, grandfather, grandmother, grandson, granddaughter, | ||||||
18 | father-in-law, mother-in-law, son-in-law, daughter-in-law, | ||||||
19 | brother-in-law, sister-in-law, stepfather, stepmother, | ||||||
20 | stepson, stepdaughter, stepbrother, stepsister, half brother, | ||||||
21 | or half sister; the father, mother, grandfather, or | ||||||
22 | grandmother of the individual's spouse; or the individual's |

1 | fiance or fiancee. | ||||||
2 | "Legacy status" means the familial relationship of an | ||||||
3 | individual applying for admission to a public institution of | ||||||
4 | higher education to an alumnus or former or current attendee | ||||||
5 | of the public institution of higher education. | ||||||
6 | (b) In determining admission to a public institution of | ||||||
7 | higher education, the public institution of higher education | ||||||
8 | may not consider an applicant's legacy status or the | ||||||
9 | applicant's familial relationship to any past, current, or | ||||||
10 | prospective donor of something of value to the public | ||||||
11 | institution of higher education as a factor in admitting the | ||||||
12 | applicant.
