SYNOPSIS AS INTRODUCED:
25 ILCS 5/3.2

Amends the General Assembly Organization Act. Provides that until January 1, 2022 (currently, January 1, 2020), the General Assembly shall not enact any law creating any new unit of local government. Repeals the Section on January 1, 2022. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The General Assembly Organization Act is amended
5by changing Section 3.2 as follows:
6 (25 ILCS 5/3.2)
7 Sec. 3.2. Prohibition on creating new units of local
8government. Until January 1, 2022 4 years after the effective
9date of this amendatory Act of the 99th General Assembly, the
10General Assembly shall not enact any law creating any new unit
11of local government, including, but not limited to, the
12division of existing units of local government. This Section
13shall not apply to the creation of a new unit of local
14government from the consolidation of 2 or more pre-existing
15units of local government. This Section is repealed on January
161, 2022.

18 Section 99. Effective date. This Act takes effect upon
