Bill Title: Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Extends the estimated dates of completion of redevelopment projects and the retirement of obligations issued to finance redevelopment project costs for various ordinances adopted by the City of Chicago, the Village of Elkhart, the City of Robinson, the Village of Valmeyer, and the City of McHenry. Creates tax increment allocation financing extensions to the 47th year (currently, the 35th year) for ordinances adopted by the City of Pontiac if the City of Pontiac adopts a specified ordinance and provides notice to the taxing bodies that would otherwise constitute the joint review board of each redevelopment project area. Effective immediately.

SYNOPSIS AS INTRODUCED:
55 ILCS 5/2-1003 from Ch. 34, par. 2-1003

Amends the Counties Code. In a division concerning counties under township organization, provides that the chairman and vice-chairman of the county board shall be elected by a majority of those elected to the board. Provides that, if the position of chairman becomes vacant, the vice-chairman shall serve as chairman until a new chairman is elected to fill the remainder of the departing chairman's 2-year term. Effective January 1, 2022.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Counties Code is amended by changing
5Section 2-1003 as follows:
6 (55 ILCS 5/2-1003) (from Ch. 34, par. 2-1003)
7 Sec. 2-1003. Chairman and vice-chairman of county board.
8The county board shall, unless the chairman is elected by the
9voters of the county, at its first meeting in the month
10following the month in which county board members are elected,
11choose one of its members as chairman for a term of 2 years and
12at the same meeting, choose one of its members as
13vice-chairman for a term of 2 years. The chairman and
14vice-chairman shall be elected by a majority of those elected
15to the board. The vice-chairman shall serve in the place of the
16chairman at any meeting of the county board in which the
17chairman is not present. In case of the absence of the chairman
18and the vice-chairman at any meeting, the members present
19shall choose one of their number as temporary chairman. If the
20position of chairman becomes vacant, the vice-chairman shall
21serve as chairman until a new chairman is elected to fill the
22remainder of the departing chairman's 2-year term.
23 A chairman who is chosen by the county board may be

1removed, with or without cause, upon a motion adopted by an
2affirmative vote of four-fifths of the county board. Upon
3adoption of a motion to remove the chairman: (i) the chairman
4position becomes vacant and the former chairman's compensation
5shall be prorated to the date the motion was approved; (ii) the
6vice-chairman immediately assumes the duties of chairman
7without chairman compensation; and (iii) a new chairman shall
8be elected at the next regularly scheduled county board
9meeting. A chairman removed under this Section maintains his
10or her status as a member of the county board.

12 Section 99. Effective date. This Act takes effect January
