Bill Title: Creates the Human Trafficking Task Force Act. Provides requirements regarding the composition and duties of the task force. Provides that the task force shall provide a report containing specified information to the General Assembly and Governor no later than June 30, 2024. Abolishes the task force and repeals the Act on July 1, 2024. Effective immediately.

1 | AN ACT concerning human rights.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 1. Short title. This Act may be cited as the Human | |||||||||||||||||||
5 | Trafficking Task Force Act.
| |||||||||||||||||||
6 | Section 5. Human Trafficking Task Force created. | |||||||||||||||||||
7 | (a) There is created the Human Trafficking Task Force to | |||||||||||||||||||
8 | address the growing problem of human trafficking across this | |||||||||||||||||||
9 | State. The Human Trafficking Task Force shall consist of the | |||||||||||||||||||
10 | following persons: | |||||||||||||||||||
11 | (1) three members of the House of Representatives, | |||||||||||||||||||
12 | appointed by the Speaker of the House of Representatives;

13 | (2) three members of the House of Representatives, | |||||||||||||||||||
14 | appointed by the Minority Leader of the House of | |||||||||||||||||||
15 | Representatives;
| |||||||||||||||||||
16 | (3) three members of the Senate, appointed by the | |||||||||||||||||||
17 | President of the Senate; | |||||||||||||||||||
18 | (4) three members of the Senate, appointed by the | |||||||||||||||||||
19 | Minority Leader of the Senate; | |||||||||||||||||||
20 | (5) one representative of the Cook County Human | |||||||||||||||||||
21 | Trafficking Task Force, appointed by the Governor; and | |||||||||||||||||||
22 | (6) one representative of the Central Illinois Human | |||||||||||||||||||
23 | Trafficking Task Force, appointed by the Governor. |

1 | (b) The Task Force shall include the following ex officio | ||||||
2 | members: | ||||||
3 | (1) the Director of the Illinois State Police, or his | ||||||
4 | or her designee; | ||||||
5 | (2) the Director of the Department of Children and | ||||||
6 | Family Services, or his or her designee; | ||||||
7 | (3) the Secretary of the Department of Human Services, | ||||||
8 | or his or her designee; and | ||||||
9 | (4) the Director of the Department of Healthcare and | ||||||
10 | Family Services, or his or her designee. | ||||||
11 | (c) Members of the Human Trafficking Task Force shall | ||||||
12 | serve without compensation.

13 | Section 10. Administrative support. The Department of | ||||||
14 | Children and Family Services shall provide administrative and | ||||||
15 | other support to the Human Trafficking Task Force.

16 | Section 15. Duties of Human Trafficking Task Force. The | ||||||
17 | Human Trafficking Task Force shall conduct a study on the | ||||||
18 | human trafficking problem in this State and shall hold | ||||||
19 | hearings in furtherance of: | ||||||
20 | (1) developing a State plan to address human | ||||||
21 | trafficking;

22 | (2) implementing a system for the sharing of human | ||||||
23 | trafficking data between governmental agencies in a manner | ||||||
24 | that ensures that the privacy of victims of human |

1 | trafficking is protected and that data collection respects | ||||||
2 | the privacy of victims of human trafficking;
| ||||||
3 | (3) establishing policies to enable State government | ||||||
4 | to work with nongovernmental organizations and other | ||||||
5 | elements of the private sector to prevent human | ||||||
6 | trafficking and provide assistance to victims of human | ||||||
7 | trafficking who are United States citizens or foreign | ||||||
8 | nationals;

9 | (4) evaluating various approaches used by state and | ||||||
10 | local governments to increase public awareness of human | ||||||
11 | trafficking, including trafficking of United States | ||||||
12 | citizens and foreign national victims;
| ||||||
13 | (5) developing methods for protecting the rights of | ||||||
14 | victims of human trafficking, taking into account the need | ||||||
15 | to consider the human rights and special needs of women | ||||||
16 | and minors; | ||||||
17 | (6) evaluating the necessity of treating victims of | ||||||
18 | human trafficking as crime victims rather than criminals; | ||||||
19 | (7) developing methods for promoting the safety of | ||||||
20 | victims of human trafficking; | ||||||
21 | (8) evaluating human trafficking training and | ||||||
22 | education for professionals who may interact with victims | ||||||
23 | of human trafficking; and | ||||||
24 | (9) distributing human trafficking training and | ||||||
25 | education models for professionals who may interact with | ||||||
26 | victims of human trafficking.

1 | Section 20. Report. On or before June 30, 2024, the Human | ||||||
2 | Trafficking Task Force shall report its findings and | ||||||
3 | recommendations to the General Assembly, by filing copies of | ||||||
4 | its report as provided in Section 3.1 of the General Assembly | ||||||
5 | Organization Act, and to the Governor.

6 | Section 25. Task force abolished; Act repealed. The Human | ||||||
7 | Trafficking Task Force is abolished and this Act is repealed | ||||||
8 | on July 1, 2024.

9 | Section 99. Effective date. This Act takes effect upon | ||||||
10 | becoming law.
