Bill Title: Amends the Illinois Plumbing License Law. Provides that the Department of Public Health shall adopt a rule requiring that for each drinking fountain in any construction where a drinking fountain is required under the Illinois Plumbing Code, there shall also be a bottle filling station or a combined bottle filling station and drinking fountain. Provides that the rules required to be adopted shall take effect and be implemented by July 1, 2026. Defines "bottle filling station".

SYNOPSIS AS INTRODUCED:
225 ILCS 320/40.5 new

Amends the Illinois Plumbing License Law. Provides that the Department of Financial and Professional Regulation shall adopt a rule requiring that for each drinking fountain in any construction where a drinking fountain is required under the Illinois Plumbing Code, there shall also be a bottle filling station or a combined bottle filling station and drinking fountain. Provides that the rules required to be adopted shall take effect and be implemented by July 1, 2026. Defines "bottle filling station".

1 AN ACT concerning regulation.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Plumbing License Law is amended by
5adding Section 40.5 as follows:
6 (225 ILCS 320/40.5 new)
7 Sec. 40.5. Bottle filling stations.
8 (a) For the purposes of this Section, "bottle filling
9station" means a plumbing fixture connected to the potable
10water distribution system and sanitary drainage system that is
11designed and intended for filling personal use drinking water
12bottles or containers not less than 10 inches (254
13millimeters) in height. A "bottle filling station" may be
14separate from or integral to a drinking fountain and may
15incorporate a water filter and a cooling system for chilling
16the drinking water.
17 (b) The Department shall adopt a rule requiring that for
18each drinking fountain in any construction where a drinking
19fountain is required under the Illinois Plumbing Code, 77 Ill.
20Adm. Code 890, there shall also be a bottle filling station or
21a combined bottle filling station and drinking fountain.
22 (c) The rules required to be adopted under this Section
23shall take effect and be implemented by July 1, 2026.
