Bill Title: Amends the Teacher Certification Article of the School Code. Provides that the State Board of Education, in consultation with the State Teacher Certification Board, shall have the power and authority to sanction teacher and administrator preparation programs, maintain a system of certification testing aligned with standards determined by the State Board of Education, and establish a code of ethics for all educators. Effective July 1, 2011.

AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The School Code is amended by changing Section
21-0.01 as follows:
(105 ILCS 5/21-0.01)
Sec. 21-0.01. Powers after January 1, 1998. Beginning on
January 1, 1998 and thereafter, the State Board of Education,
in consultation with the State Teacher Certification Board,
shall have the power and authority to do all of the following:
(1) set standards for teaching, supervising, or
holding other certificated employment in the public
schools, and administer the certification process as
provided in this Article; provided, however, that the State
Teacher Certification Board shall be solely responsible
for the renewal of Standard Teaching Certificates as
provided in Sections 21-2 and 21-14 of this Code;
(2) approve, and evaluate, and sanction teacher and
administrator preparation programs;
(3) enter into agreements with other states relative to
reciprocal approval of teacher and administrator
preparation programs;
(4) establish standards for the issuance of new types

of certificates; and
(4.5) maintain a system of certification testing
aligned with standards determined by the State Board of
Education;
(4.10) establish a code of ethics for all educators;
and
(5) take such other action relating to the improvement
of instruction in the public schools through teacher
education and professional development and that attracts
qualified candidates into teacher training programs as is
appropriate and consistent with applicable laws.

Section 99. Effective date. This Act takes effect July 1,
2011.
