18 | (a) This Section applies beginning on July 1, 2012.
19 | (b) The State Board of Education, in consultation with the
20 | State Educator Preparation and Licensure Board, shall design
21 | and implement a system of examinations, which shall be required
22 | prior to the issuance of educator licenses. These examinations
23 | and indicators must be based on national and State professional
24 | teaching standards, as determined by the State Board of
25 | Education, in consultation with the State Educator Preparation |
| |||||||
| |||||||
1 | and Licensure Board. The State Board of Education may adopt
2 | such rules as may be necessary to implement and administer this
3 | Section. | ||||||
4 | (c) (Blank). Except as otherwise provided in this Article,
5 | applicants seeking a Professional Educator License or an
6 | Educator License with Stipulations shall be required to pass a
7 | test of basic skills before the license is issued, unless the
8 | endorsement the individual is seeking does not require passage
9 | of the test. All applicants completing Illinois-approved,
10 | teacher education or school service personnel preparation
11 | programs shall be required to pass the State Board of
12 | Education's recognized test of basic skills prior to starting
13 | their student teaching or starting the final semester of their
14 | internship. An institution of higher learning, as defined in
15 | the Higher Education Student Assistance Act, may not require an
16 | applicant to complete the State Board's recognized test of
17 | basic skills prior to the semester before student teaching or
18 | prior to the semester before starting the final semester of an
19 | internship. An individual who passes a test of basic skills
20 | does not need to do so again for subsequent endorsements or
21 | other educator licenses.
22 | (d) All applicants seeking a State license shall be
23 | required to pass a test of content area knowledge for each area
24 | of endorsement for which there is an applicable test. There
25 | shall be no exception to this requirement. No candidate shall
26 | be allowed to student teach or serve as the teacher of record |
| |||||||
| |||||||
1 | until he or she has passed the applicable content area test.
2 | (e) (Blank). | ||||||

4 | on September 1, 2015, all candidates completing teacher
5 | preparation programs in this State and all candidates subject
6 | to Section 21B-35 of this Code are required to pass a teacher
7 | performance assessment approved by the State Board of
8 | Education, in consultation with the State Educator Preparation
9 | and Licensure Board. Subject to appropriation, an individual
10 | who holds a Professional Educator License and is employed for a

13 | State Board, receive from the State Board a refund for any
14 | costs associated with completing the teacher performance
15 | assessment under this subsection.
16 | (g) The Tests of basic skills and content area knowledge
17 | test and the teacher performance assessment shall be the tests
18 | that from time to time are designated by the State Board of
19 | Education, in consultation with the State Educator Preparation
20 | and Licensure Board, and may be tests prepared by an
21 | educational testing organization or tests designed by the State
22 | Board of Education, in consultation with the State Educator
23 | Preparation and Licensure Board. The areas to be covered by a
24 | test of basic skills shall include reading, language arts, and
25 | mathematics. The test of content area knowledge shall assess
26 | content knowledge in a specific subject field. The tests must |

2 | taking the tests is discriminated against on the basis of race,
3 | color, national origin, or other factors unrelated to the
4 | person's ability to perform as a licensed employee. The score
5 | required to pass the tests shall be fixed by the State Board of
6 | Education, in consultation with the State Educator Preparation
7 | and Licensure Board. The tests shall be administered not fewer
8 | than 3 times a year at such time and place as may be designated
9 | by the State Board of Education, in consultation with the State
10 | Educator Preparation and Licensure Board.
11 | The State Board shall implement a test or tests to assess
12 | the speaking, reading, writing, and grammar skills of

14 | subdivision (G) of paragraph (2) of Section 21B-20 of this Code
15 | in the English language and in the language of the transitional
16 | bilingual education program requested by the applicant.
17 | (h) Except as provided in Section 34-6 of this Code, the
18 | provisions of this Section shall apply equally in any school
19 | district subject to Article 34 of this Code.
20 | (i) The rules developed to implement and enforce the
21 | testing requirements under this Section shall include without
22 | limitation provisions governing test selection, test
23 | validation and determination of a passing score,
24 | administration of the tests, frequency of administration,
25 | applicant fees, frequency of applicants taking the tests, the
26 | years for which a score is valid, and appropriate special |
| |||||||
| |||||||
1 | accommodations. The State Board of Education shall develop such
2 | rules as may be needed to ensure uniformity from year to year
3 | in the level of difficulty for each form of an assessment.

2 | Program for Teachers.
3 | (b) The Alternative Educator Licensure Program for
4 | Teachers may be offered by a recognized institution approved to
5 | offer educator preparation programs by the State Board of
6 | Education, in consultation with the State Educator Preparation
7 | and Licensure Board. | ||||||
8 | The program shall be comprised of 4 phases:
9 | (1) A course of study that at a minimum includes
10 | instructional planning; instructional strategies,

13 | students and use of data to drive instruction.
14 | (2) A year of residency, which is a candidate's
15 | assignment to a full-time teaching position or as a
16 | co-teacher for one full school year. An individual must
17 | hold an Educator License with Stipulations with an

11 | coordinator, at the end of the second year of residency. If

25 | with a public school district administering a preschool
26 | educational program under Section 2-3.71 of this Code must |
| |||||||

7 | in the program. The program presented for approval by the State
8 | Board of Education must demonstrate the supports that are to be
9 | provided to assist the provisional teacher during the 2-year
10 | residency period. These supports must provide additional
11 | contact hours with mentors during the first year of residency.
12 | (e) Upon completion of the 4 phases outlined in subsection
13 | (b) of this Section and all assessments required under Section
14 | 21B-30 of this Code, an individual shall receive a Professional
