Bill Title: Amends the Illinois Groundwater Protection Act. Creates the Mahomet Aquifer Council. Provides that 9 public members shall be appointed to the Council by the Governor, including 3 persons representing a nonprofit consortium dedicated to the sustainability of the Mahomet Aquifer, 5 persons representing local government bodies located over the Mahomet Aquifer, and one person from the University of Illinois Prairie Research Institute. Provides that the chairperson's term shall be for one year, and a Council member's term shall be for 3 years. Allows reimbursement to members for ordinary and necessary expenses incurred in the performance of their duties, except that such reimbursement shall be limited to expenses associated with no more than 4 meetings per calendar year. Requires the Agency to provide the Council with such supporting services as are reasonable for the performance of the Council's duties. Effective immediately.

SYNOPSIS AS INTRODUCED:
415 ILCS 55/5-5 new

Amends the Illinois Groundwater Protection Act. Creates the Mahomet Aquifer Council. 1 AN ACT concerning safety.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Groundwater Protection Act is
5amended by adding Section 5-5 as follows:
6 (415 ILCS 55/5-5 new)
7 Sec. 5-5. Mahomet Aquifer Council.
8 (a) There shall be established a Mahomet Aquifer Council.
9The Council shall be composed of 9 public members appointed by
10the Governor, including:
11 (1) 3 persons representing a nonprofit consortium
12 dedicated to the sustainability of the Mahomet Aquifer;
13 (2) 5 persons representing local government bodies
14 located over the Mahomet Aquifer; and
15 (3) one person from the University of Illinois Prairie
16 Research Institute.
17 (b) From among the Council's members, a chairperson shall
18be selected by majority vote and shall preside for a one-year
19term. The term of membership in the Council shall be for 3
20years.
21 (c) The Council shall:
22 (1) review, evaluate, and make recommendations
23 regarding State laws, regulations, and procedures that

1 relate to the Mahomet Aquifer;
2 (2) review, evaluate, and make recommendations
3 regarding the State's efforts to implement this Act that
4 relate to the quality of the Mahomet Aquifer;
5 (3) review, evaluate, and make recommendations
6 regarding current and potential contamination threats to
7 the water quality of the Mahomet Aquifer; and
8 (4) make recommendations relating to actions that
9 might be taken to ensure the long-term protection of the
10 Mahomet Aquifer.
11 (d) Members of the Mahomet Aquifer Council shall be
12reimbursed for ordinary and necessary expenses incurred in the
13performance of their duties, except that such reimbursement
14shall be limited to expenses associated with no more than 4
15meetings per calendar year. The Agency shall provide the
16Council with such supporting services as are reasonable for the
17performance of the Council's duties.
18 Section 99. Effective date. This Act takes effect upon
19becoming law.
