Bill Title: Amends the School Code. Creates the Innovation, Intervention, and Restructuring Task Force for the purpose of developing strategies to allow for the innovation, intervention, and restructuring of schools, including those that need comprehensive or focused intervention. Requires the task force to submit its strategies for allowing intervention and innovation, in the form of recommendations, in a comprehensive report to the Governor, the General Assembly, and the State Superintendent of Education not later than December 31, 2009. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by adding Section
5 2-3.64b as follows:
6 (105 ILCS 5/2-3.64b new)
7 Sec. 2-3.64b. Innovation, Intervention, and Restructuring
8 Task Force.
9 (a) In keeping with the goals outlined in the federal
10 American Recovery and Reinvestment Act of 2009, the State of
11 Illinois hereby creates the Innovation, Intervention, and
12 Restructuring Task Force to develop recommendations for the
13 innovation, intervention, and restructuring of schools,
14 including those that need comprehensive or focused
15 intervention, as those terms are defined by this State's
16 proposal for participation in the No Child Left Behind
17 differentiated accountability pilot project.
18 (b) The task force shall consist of the following members:
19 (1) One chairperson, appointed by the Governor.
20 (2) Two additional members, each appointed by the
21 Governor.
22 (3) Two members appointed by the State Superintendent
23 of Education.

1 (4) One member appointed by the President of the
2 Senate.
3 (5) One member appointed by the Speaker of the House of
4 Representatives.
5 (6) One member appointed by the Minority Leader of the
6 Senate.
7 (7) One member appointed by the Minority Leader of the
8 House of Representatives.
9 (c) The task force shall compile data, study, and, pursuant
10 to subsection (e) of this Section, report on all of the
11 following matters, among any others deemed relevant by the task
12 force:
13 (1) Ways in which this State can identify schools
14 requiring more intensive intervention.
15 (2) Strategies for strengthening leadership at
16 struggling schools and otherwise strengthening school
17 district capacity to effectively implement reforms and
18 ensure continuous improvement.
19 (3) Strategies that have been involved in successful
20 turnaround efforts and a template for evaluating
21 turnaround efforts.
22 (4) The autonomies, resources, and support that need to
23 be available to achieve and maintain over time a successful
24 turnaround.
25 (5) Mechanisms for model innovations to be captured and
26 shared across this State.

1 (6) The amount of funding necessary to accomplish any
2 and all strategies included in the task force's
3 recommendation.
4 (7) The identification of any statutory or regulatory
5 changes that would be necessary or helpful to promote
6 successful innovation, intervention, and restructuring.
7 (d) In developing its recommendations, the task force shall
8 compile relevant data. Moreover, the task force shall seek
9 input from appropriate organizations, including the Illinois
10 Education Association, the Illinois Federation of Teachers,
11 the Illinois Statewide School Management Alliance, ED-RED, the
12 Illinois Association of Regional Superintendents of Schools,
13 the Metropolitan Planning Council, the Illinois PTA, the Civic
14 Committee of the Commercial Club of Chicago, Voices for
15 Illinois Children, Action for Children, the Legislative
16 Education Network of DuPage County (LEND), the South
17 Cooperative Organization for Public Education (SCOPE), the
18 Ounce of Prevention Fund, the Illinois Business Roundtable, and
19 any other source deemed appropriate.
20 (e) The task force shall submit a comprehensive report to
21 the Governor, the General Assembly, and the State
22 Superintendent of Education not later than December 31, 2009.
23 The task force may, with the written approval of the Governor,
24 reconvene for the purposes of continued study and the
25 development of additional recommendations.
26 Section 99. Effective date. This Act takes effect upon
